Jammu, May 26: Professionals associated with various technical cadres have expressed concern over what they called as “encroachment” of several technical posts in the Union Territory by administrators, thus hampering the possibilities of their promotion as well as growth.
The professionals associated with various technical departments informed Early Times that several technical cadre posts have been occupied by the officers from administrative services rather than promoting the professionals available in the department, with ample experience and intricacies about the trade. Quoting examples, the professional cadre officers said the post of Director Animal Husbandry Jammu and Kashmir, the post of Director Horticulture Jammu as well as Kashmir, while post of Director Sheep Husbandry Jammu as well as Kashmir have been occupied by the administrative service officers.
“Despite the fact that in all these departments, technical experts are available, who have lot of expertise and technical know-how of the department’s functioning but they have not been promoted but administrative officers have been appointed to head these posts”, an official said, adding that similarly some other posts such as Director Sericulture, Director Fisheries were also occupied by the administrative officers, while sidelining the experts in the field.
The officials further said that some of the technical posts have already been taken into their fold by the administrative services such as Director Command Area Jammu as well as Kashmir, Director Floriculture Jammu and Kashmir, Technical Education, School Education besides some others.
“On one hand Union government has been emphasizing on the requirement to utilizing the services of the technical experts and has also introduced lateral entry for professionals from various fields but here, the professionals have been sidelined and administrative officers have been given all technical posts”, an official said, adding that many other technical posts have been frequently occupied by administrative officers and sometimes, some professionals have been made to head the posts such as Director Agriculture.
“If the government wants to appoint only administrative services on the technical posts then the possibilities of promotion of all technical professionals get diminished”, an official said, adding that the focus of administrative officers remains on discipline, transfers, postings and not on the growth of the sectors as well as to take new initiatives.
“History stands testimony to the fact that the professionals have a great contribution in various technical fields such as in Economy, Information Technology, Education beside other sectors. These professionals should be roped in to improve the functioning and growth of technical departments, which is not the case”, the professionals said. He urged the Lieutenant Governor led administration to look into the matter and consider the professionals for technical posts rather than administrative officers.
