Resentment in Jammu may compel govt to reverse Durbar Move decision | | | Early Times Report
Jammu, July 5: Amid the mounting outcry in Jammu over the abolishing of centuries old practice of Durbar Move, the Central Government is likely to seek details from J&K administration, asking it to take measures for the reversal of such a decision. Brewing anger by the Jammuities and region’s business community against the proposal of abolishing the Durbar Move may compel the administration here to keep the proposal in limbo and allow the practice to continue which already is in vogue. There are several civil society groups that have appealed to the Central Government to intervene and stop the issuance of any such orders that have a detrimental effect on the region’s economy and employment. Keeping in view, the sources said, the resentment of the people of Jammu, it is likely that the government may keep the proposal of cancelling Durbar Move in limbo and allow the bonds between the two regions of the erstwhile state to foster. ‘Durbar Move’ was started in 1872 by Maharaja Gulab Singh to escape the extreme heat during summers in Jammu and biting cold of winters in Srinagar. The practice was continued by elected governments post-Independence. “More than 148 years later such a practice has been stopped and it is a welcome measure. It will save people’s money and expose them to lesser hardships while getting the grievances addressed at the power corridors,” said, a Jammu based Civil Secretariat official. The erstwhile state of J&K was the only region in the country that had two capitals, Srinagar and Jammu. Every year, in May and October-November, the capital and secretariat shift from one capital city to the other city to escape the extreme weather conditions in the two regions. The summer capital opens in Srinagar in May and the winter in Jammu in October. The relocation of the capital and secretariat from Jammu to Srinagar is called the Durbar Move. Dogra ruler Maharaja Ranbir Singh had started the practice of Durbar Move in 1872. It is after his name, the Ranbir Penal Code of Jammu and Kashmir was in force in the State which was equivalent to the Indian Penal Code. The Ranbir Penal Code ceases to exist after the abrogation of Article 370 of the Indian Constitution. Recently, the government issued an order through which it cancelled the allotments of all its employees in Jammu as well as in Srinagar. This as per the government was the first step towards cancelling the 149- year old practice of Durbar Move in toto. However, the disgruntlement of the Jammu’s business community and common masses is turning the tables around with administration mulling to reverse its old orders. The move was being questioned by the people that how could the government claim to have been saving 200 crore rupees while causing losses of thousands of crores that the business community earns every year the Durbar moves to the winter capital. |
