Project to install CCTVs in govt offices shelved, courtesy officials | War against corruption goes for toss in JK | | Early Times Report
Jammu, July 5: Amid the tall claims by the government to rein in corrupt practices in Jammu and Kashmir, there has been little effort made to act tough against the graft related incidents and keeping a vigil on such incidents. Years ago, the government and its anti-graft bodies decided to install CCTV cameras in offices wherein the functioning is related to the greater public dealing. The modalities involved in the installation of the CCTV cameras were discussed and decided thoroughly. In a bid to ensure transparency and accountability in the government functions, CCTV cameras were set to play a major role in the entire process and that such a proposal would also compel those who are involved in corruption to remain on the tenterhooks. Though such an initiative should have been taken a long ago but the successive regimes in the state remained non-serious due to which the project got shelved. “It is a pity that years ago such an important project was discussed and till date, those at the helm are reluctant to implement it. What message does it send out? What feelers does it give? One fails to understand why the government didn’t expedite the process even when it is claiming to be working for eradication of the corruption in the erstwhile state,” asked an official privy to this. He added that back then, it was decided that soon after the project gets the green signal, then the monitoring would be done in the DC offices wherein a special team during the office hours would be deployed. Pertinently, the government so far has failed to monitors how public servants discharge their duties and spend their official time. The installation of the CCTVs in government offices and with recorded footage can have enough evidence if any official is involved in the corrupt practises. Officials divulged that such a measure would be brought under the ambit of RTI so that any person of the state can seek the information and the footage of any particular day, he/ she deems necessary. “It has also been discussed that the footage captured by the CCTV cameras can be preserved so that if any person seeks it under the RTI, the same could be provided.” Sources within the government said such a measure would be hailed not only by the civil society of the state but only would provide a sigh of relief for the general masses who continue to pitch for the eradication of the corrupt practises from Jammu and Kashmir. If such a proposal is implemented on ground, it will put a lid over the high handedness of the government officials who continue to take masses for a ride that too sans any check. Fudging the duty hours too would be an impossible attempt then. |
