J&K residents facing hardships, Govt serves interests of outsiders | • Locals facing harassment due to confusion on Gair Mumkin Khad lands since 2017 but authorities failed to take decision | | Early Times Report
Jammu, Jan 4: The Jammu and Kashmir Government appears to be in hurry to allow conversion of agricultural land for non-agricultural activities to facilitate outsiders but harassment of the residents of J&K is going unabated since September 2017 regarding the Gair Mumkin Khad lands. Confusion still prevails over the land termed as Gair Mumkin Khad in the Revenue records. Thousands of residents of J&K are facing harassment due to the failure of the authorities to decide on this issue. “Strangely, authorities have taken the decision to allow conversion of agricultural land for non-agricultural activities within no time but the decision of Gair Mumkin Khad is still pending before the government”, president of the Chamber of Commerce and Industries (CCI) Jammu, Arun Gupta told The Early Times. “A couple of days back, I have taken this issue before Chief Secretary Dr. Arun Kumar Mehta and Divisional Commissioner Jammu Dr. Raghav Langer who have promised to solve this issue”, Gupta said. The CCI president has also taken up this issue Principal Secretary to Government Revenue Department Vijay Kumar Bidhuri, who has promised to solve this issue within a month. In November 2021, the J&K Government had constituted a six-member committee to prepare SOP for the conduct of delineation/demarcation exercise for such land. The six-member committee is headed by Divisional Commissioner Jammu as Chairman comprised of Commissioner Survey and Land Records, J&K or his nominee, Deputy Commissioner Jammu, Regional Director Survey and Land Records Jammu, Representative from FCR Office, not below the rank of Additional Commissioner and any other member co-opted by the Committee as members. Since September 2017, residents of Jammu and Kashmir have been harassment on this issue but authorities have not shown any urgency to solve this issue. On the other hand, the J&K government has approved the approved the regulations framed by the board of revenue for conversion of agricultural land for non-agricultural purposes. These regulations were necessitated after the legislative changes in the land revenue act post-reorganization of the erstwhile State. These regulations have been issued to regulate the uncontrolled conversion of agricultural land for non-agricultural purposes on the one hand and keeping the developmental aspirations of the UT and the people on the other. Under the new regulations, the District Collector has been empowered to grant permission to the change in land use from agricultural to non-agricultural purposes in accordance with the procedure as to be notified by the Board of Revenue. The permission is to be granted within 30 days of the filing of the application with a provision of deemed approval if no decisions are taken. |
