Grass root system collapsing in J&K | | | After Sarpanches and Panches, the District Development Council members too have started spilling the beans. They too seem to have got fed up due to bureaucrats ignoring their genuine demands. According to media reports the officials don’t pick up the calls of DDC members, nor do they respond to their genuine queries. When these members were elected they were told that they would be empowered to resolve the issues of the people. But the promises made to them have remained confined to papers only. They are nothing more than toothless tigers. To empower the grass root representatives in Jammu and Kashmir was the dream of Prime Minister, Narendra Modi, and the Centre went out of way to build these institutions in J&K. But the officials in the Union Territory seem least interested in providing an opportunity to Panchayat representatives, DDC and Block Development Council members to help the people, who voted for them. The DDC member is an important component of the three tier system of local self government but the helmsmen are ignoring this important representative of the people and are working according to their whims and fancies. The panchayat representatives, the DDC and BDC members are unable to face the people who had elected them as these elected representatives don’t have any say in the administrative affairs. They have been turned into puppets without any role. The grass root institutions in Jammu and Kashmir have been just empowered on the papers while in reality these bodies don’t have any significance. The opinion that is building up is that bureaucrats don’t want the PRIs, BDC and DDC members to get empowered as it would mean sharing power with them. The officials are in no mood to share their power. New Delhi needs to take note of how these grass root representatives are being treated by these arrogant bureaucrats and officers. How these officials are sabotaging the moves to help these grass root institutions grow. The Centre needs to ask the people managing J&K affairs why they are ignoring the elected representatives and why they are being treated shabbily. If New Delhi doesn’t intervene the Panchayati Raj institutions are bound to collapse. If it happens it would ruin all the hard work that was put in to change the basic structure of J&K after its transition into a Union Territory. |
