Monthly performance report: Another means of corruption, victimization of female staff

Jammu, Apr 20: With much publicity, the Jammu and Kashmir government in February this year has directed all its employees to upload their monthly performance reports but this decision of the administration has turned into a new means of corruption and nepotism.
Not only employees are forced to give bribes to get better grading, but some heads of the departments are also brazenly misusing this initiative of the J&K government to humiliate and exploit female staff members. Although employees of all government departments are facing hardship and discrimination due to this decision of the government, the worst victims are the teaching staff who are victimized by their heads without any reason.
A video of a helpless female teacher of the Hiranagar zone of Kathua district has gone viral on social media in which she was narrating her tale of woes. The helpless teacher narrates how her immediate boss is harassing her by giving four out of ten marks to her in three successive months.
She is not an isolated case many teachers are facing such situations as heads of their institutes are victimizing them for not following their dictates.
Some teachers have approached The Early Times to narrate how they are being victimized and harassed by their bosses in the name of monthly performance reports.
Interestingly, some teachers who opposed giving bribes to their bosses, have been given zero marks despite the fact that such teachers have conducted a number of activities.
While DDOs have been authorized to give grades to their subordinates but there is no mechanism to check the performances of DDOs who are shamelessly harassing and victimizing their staff members in the name of monthly performance reports.

ary 17 has directed all its employees and those working in public sector undertakings (PSUs) to upload their monthly achievements or performance on J&K Employees Performance Monitoring Portal by or before 7 of every month from March.
The order in this regard was issued by Manoj Kumar Dwivedi, Principal Secretary to the government.
“All Employees Working in various Government departments, PSUs and Organizations shall upload their monthly achievements/performance on J&K Employees Performance Monitoring Portal on https://epm.jk.gov.in by or before 7 of every month w.e.f. March 2022,” reads a government order.
“All the reviewing/ Controlling Officers shall review the self assessment of their immediate subordinates by 15th of every month,” the order added.
With a view to have an objective assessment of work done by employees working in various Departments/Organizations/PSUs, the Government has recently launched the Employees Performance Monitoring Portal for capturing their monthly achievements and work done.
“The initiative besides providing a mechanism of self appraisal to the employees shall also provide a tool to the respective reporting/controlling officers for better Performance monitoring and Human Resource Management.” The facility shall be available on J&K Employees Performance Monitoring Portal on http://epm.jk.gov.in. which can be accessed through the existing CPIS IDs through One Time Password (OTP), which will be provided through the SANDES application available both for Android and IOS users. “It is, accordingly, enjoined upon all the Government employees working in various Government Departments, Organizations and PSUs to download the SANDES Application for subsequent submission of their Monthly Performance Report on EPM Portal immediately”.
