RMSA lab assistants of Poonch without salary for 3 years

Jammu, Aug 9: The charm of permanent government job for nine lab Assistants engaged in district Poonch under Rashtriya Madhamik Shiksha Abhiyaan (RMSA) has turned into a nightmare as since their engagement in 2013, they have been waiting for their salary but apart from concerned officials' apathy, even High Court orders made no change in their fate.
Nearly two dozen lab assistants were engaged by Jammu and Kashmir Service Selection Recruitment Board and they joined various schools of district Poonch in year 2013 and 2014 under RMSA but for the last nearly three years, these unfortunate government servants have not been getting salaries, despite making hectic efforts for the release of their salaries.
A Lab assistant Pawan Chopra informed Early Times that for the last three years they have been making all out efforts for the release of their salary but without any change.
"Those who were engaged in district Jammu under RMSA category, their salary has regularly been released against the vacant posts but our fate is still undecided. Even Chief Education Officer Poonch has repeatedly sent written communication to Director RMSA. We also repeatedly approached Director RMSA and even called on MLA, MLCs and ministers but there is not an iota of change in the attitude of officials", he said.
He further said that finally they approached Jammu and Kashmir High Court and on 22/9/2015, Justice Janak Raj Kotwal in SWP no. 2637/2015, MP no. 01/2015, ordered the government to pay the salaries and dues without any further delay. The concluding paragraph of judgment reads, "Having regard to the grievances of the petitioners, which is supported by the certificates (supra) and relief sought, this writ petition is taken up for final consideration and disposed of with a direction to the respondents that salary, due and payable to the petitioners including arrears whatsoever, be paid to them without any further delay."
Despite HC orders, these gullible Lab assistants are still awaiting for their salary and RMSA officials have disobeyed the HC order with impunity.
"When we were appointed, the plan was to be submitted to Union government but RMSA officials failed to do it. Even during 2nd year, the plan including the salaries of Lab Assistants were not submitted to Union government, which in turn didn't release the amount", the Lab Assistants said, adding that due to failure of officials to submit the plan, the Union MHRD Ministry had revoked the order, according to which posts were sanctioned under RMSA.
The Lab assistants further said that even the issue was also raised by CEO Poonch in the District Development Board (DDB) meeting and it was decided to release the salary against the vacant posts but so far no such action has been taken, depriving the Lab assistants of salary, which itself narrated the highhandedness of officials.
Chief Education Officer Poonch, Ch Lal Hussain, and Director RMSA Saugat Biswas didn't pick up their phones despite repeated calls.
