Explosive licenses to contractors offering heavy commission returns

Kishtwar Nov 20: The contractors under the banner of Contractors Association District Kishtwar held a strong protest against the management of Chenab Valley Power Project Limited over insertion of "explosive clause" where the contractors has been asked to manage the explosive material to carry out the blasting at construction site as majority of the contractors had no license for transportation of "explosive" material.
Jammu and Kashmir being a militancy infested state and as per past practice, the concern department provide the explosive material to the contractors as and when there is any requirement to carryout blasting at construction site.
As per the details available with "Early Times", a deputation of District Contractors Association Kishtwar led by its District President Tanvir Ahmed Mintoo meet with the officials of Keru Power Project and discussed various demands related to the contractor community.
Tanvir Mintoo, District President of Contractors Association District Kishtwar and strongly criticized the management of Chenab Valley Power Projects limited (CVPP ) for implementation of unnecessary qualifications for tendering process.
He said that Keru project management has asked the contractors that only such contractors will be considered for tendering process having explosive licenses. He said that the explosive licence and storage of explosive is the responsibility of Chenab Valley Power Projects limited who were having their security since the civil contractors have to only execute the works and CVPP should retain explosive material with them at par with the NHPC and PWD and other departments.
He said that the management wants to provide benefit to those contractors who are holding explosive license in order to get good commission from them.
He also said that the CVPP is going to execute Hydroelectric projects like Pakal- Dul, Keru, Kawar and 2nd stage of Dul Hasti hydroelectric project; but said that it is a matter of great concern that the Managing Director's office stands established at Jammu where as it should have been established at District Headquarter Kishtwar in order to solve the problem of the public as well as the contractors.
Mintoo further added that crores of rupees have been spent over these projects, but not a single brick has been laid on ground that clearly indicates that funds worth crores of rupees have been misappropriated by the various officials on the name of Pakal Dul, Kerj, Kawar and 2nd stage of Dul Hasti hydroelectric projects.
He said that the officers of CVPP are drawing lakhs of rupees as TA/DA, but it is crystal clear that the Chairman , Managing Director and several General Managers have visited Pakal Dul, Keru, Kawar hydroelectric projects 4/5 times since 2011 and TA / DA worth crores of rupees stands drawn by these officers on the name of these projects which needs to be probed.
The contractors deputation later also called upon the Deputy Commissioner Kishtwar Ghulam Nabi Balwan and sought his immediate intervention into the matter by bringing it into the notice of the Managing Director CVPP, failing which the contractors community will lock down the offices of these projects which are of no use for the local contractors despite the fact that Kishtwar District is the major source of income for the management of CVPP.
The Deputy commissioner Kishtwar immediately took up the matter telephonically with the management and asked the Managing Director CVPP to settle the issues raised by the Contractors Association Kishtwar at an earliest possible to avoid any future confrontation between the contractors and the management.
