Treasury officials in Valley 'demand bribe' for release of payments

Srinagar, Nov 21: The approach of officials of the Treasuries is forcing Valley-based contractors to launch an agitation against them.
Contractors allege that bills worth crores of rupees on account of works executed by them are pending in different treasuries and the reason is that the higher officials are demanding commission from them.
"Our pending bills are not cleared by the Treasuries. All our pleas have fallen on the deaf ears. The officials including Treasury officers make us to frequent the offices," a contractor told Early Times.
He said they look like beggars outside these treasuries. The contractors' community works under pressure situations, either departmental or climatic in nature. Be it hostile weather or departmental apathy, the contractors have to meet the deadline. "But when the treasuries are to release our payments, they never do so," he said.
The contractors sought intervention of Chief Minister Mehbooba Mufti to redress their problems. "We have evidence to prove the officials of treasuries especially in Sadder Treasury Srinagar ask for bribe from contractors. Not only the lower officials but the higher officials also demand money for release of pending bills," another contractor said.
He said he was shocked to see the attitude of senior officials of the department. "We will approach the Chief Minister to seek strict action against those who are taking bribe from the contractors," he said.
Another contractor told Early Times that he has completed one of the projects of PHE but the Saddar Treasury Srinagar did not release the bill. "I approached the Treasury for the release of payment, but to no avail," he said.
