ICDS Anantnag holds cultural events… on papers to swindle money

Anantnag, Nov 21: Taking undue advantage of the ongoing turmoil in the Valley, the ICDS Anantnag, in league with a contractor, is allegedly swindling money meant for organizing cultural programs in this southern district to spread message of 'Beti bachao, beti padao.'
According to official sources, Song and Drama Division of Ministry of Information and Broadcasting has allotted the contract of conducting cultural programs to a Srinagar-based firm and has directed District
Project Officer ICDS Anantnag to provide logical support to the firm.
The firm was scheduled to conduct programs from November 18. It has however failed to do so.
Sources said that on last Saturday, a group of artists associated with the firm reached Shangus to enthrall some Aaganwardi workers who had gathered for a meeting. "Workers had gathered for a meeting. They were surprised to see some artists bragging inside and later performing before them," an official said. He said that later on the same day, Child Development Project Officer, Shangus, issued a certificate in favor of the firm certifying that a cultural program was performed before common people.
When this reporter was gathering inputs for this story in the office of DPO Anantnag, CDPO Shangus was heard conveying her displeasure to a senior assistant of the office.
"Let me call that person (contractor) and try to get back the certificate I have issued in his favour," she told her assistant after he asked her how she issued the certificate if she wasn't satisfied.
Officials later revealed that the firm just conducted 2-3 programs.
"In Anantnag they conducted a program at Anzuallah, but we haven't issued any certificate yet," they said.
Sources said that many other officials at ICDS Anantnag have also agreed to issue certificates in favor of firm to swindle the money.
Mushtaq Ahmad Mugloo, an officer at ICDS Anantnag said that DPO has issued a circular directing all CDPOs not to issue certificates.
A representative of the firm, blamed officials and situation for the mess and claimed to have conducted 15 out of 30 cultural programs. "We have to conduct some 30 programs, but till today we have conducted 15 cultural programs," he said.
"Prevailing situation doesn't allow us to hold musical events and at the same time department is not also providing required support," he added. Beti bachao, beti padao yojana (save daughter, educate daughter scheme) to save and empower the girl child is making waves all over the nation. To spread the message across cross sections of society and in far off areas of the country, the Song and Drama Division of Ministry of Information and Broadcasting is organizing a series of cultural activities.
