Unnerved REW engineers to revise DPRs
Ask contractors to stop execution of works

Anantnag, Nov 26: A day after 'Early Times' reported the rift between the engineers of Rural Engineering Wing (REW) and illegal execution of works in Anantnag, the senior officials today met to sort out the differences and to stop illegal execution of works.
Also the officers of Rural Engineering Wing (REW) of Rural Development Department revised the DPR's of the projects to ensure norms aren't being floated. With the revision or redrafting of the DPR's, the steel decked bridges will now be constructed at a very low cost which establishes that fact that a multi-crore scam was offing in the department. According to official sources, Executive Engineer REW Anantnag, Noor Ali, AEE Danch-nipora Ghulam Hassan Ganie, AEE Bijbehara Tariq Ahmad Veeri and some contractors today held a detailed meet in Mini-secretariat Anantnag to sort out the differences. During the meet, engineers also told contractors to stop the illegal execution of works as higher-ups of the department haven't yet approved the DPR's of the projects. As reported earlier, under the directions of R&B Minister Abdul Rehman Veeri, REW Kashmir has planned and prepared DPR's of a dozen steel bridges. The Bridges, according to Department will be constructed in different areas of Anantnag particularly in Bijbehara under 13th financial commission. The department has clubbed unspent money of Panchayats and MGNREGA funds for the execution of works, however experts are raising questions over the conduct of officials who are allowing some blue-eyed contractors to start execution of works in violation of the norms as Superintendent Engineer of REW Kashmir hasn't yet approved the DPR's technically. At the same time, providing Lakhs of rupees to these projects through MGNREGA has also raised serious doubts among experts.
Unnerved with 'Early Times' report, the officials have now decided to revise the DPR's of the projects and have decided to provide just 1% from MGNREGA funds. According to an official communication available with ET, Rs. 23.92 lakhs from 13th FC and 41.54 lakhs rupees from MGNREGA were allocated for constructing steel decked bridge in Shaligam village but after the revision only 1 or two lakhs will be provided to the projects. "The bridge that was to be constructed at the cost of Rs. 65.46 lakh will be now constructed at the cost of Just Rs. 15 lakh " an official crediting a huge sum to state exchequer told ET. Executive Engineer REW Anantnag, Noor Ali too thanked ET for highlighting the issue. "Only 1% of the MGNREGA funds will be provided to these projects," he confirmed.
Pertinent to mention here, Assistant Executive Engineers in nexus with some blue-eyed contractors had planned to swindle a huge amount of money from state exchequer. The engineers had also shown alignment of the projects and asked contractors to start execution of works without any formal approval from the authorities.
