Ex-CIC slams Govt for not reconstituting SIC | | | Early Times Report
Srinagar, Nov 26: As government has failed to reconstitute the State Information Commission (SIC), the former Chief Information Commissioner (CIC) of J&K, G R Sufi, on Saturday attacked the government for having failed to appoint members for the SIC. Sufi in his Facebook post said that PDP used to attack previous government over its failure to implement RTI Act in letter and spirit. He said that when RTI rules were weakened by NC-led government, Mehbooba Mufti and Mufti Mohammad Syed attacked the government at several forums. But today the SIC is orphaned and government is least bothered to reconstitute the same. Sufi wrote: "With the retirement of only Commissioner left in the J&K, State Information Commission one of the most effective institutions of transparency and accountability, has been hit by pellet guns and thus conveniently allowed to go in coma. PDP was rightly vocal in Omar sahib's tenure to see that the institution be established in the state. Though in their first tenure PDP passed the RTI Act 2004-one of the most weakest legislations, credit goes to Mr Azad and ultimately to Omar Abdullah who gave the state more powerful Act than Central Act. "When Omar on the wrong advice of a top bureaucrat abrogated the RTI rules 2010, Mehbooba and Mufti sayeed went hammer and tongue against Omar Abdullah for that move. PDP in its manifesto is committed not only to strengthen the institution but to give it more powers. My efforts for last more than one year have alas failed in-spite of my personal requests to Mufti sahib and present CM. Both of them listened to me patiently and assured speedy action. Alas is it in our 'muqadar' to be deceived by politicians who have been ruling us from 1947." Pertinent to mention that Sufi retired in February this year. The lone Information Commissioner Nazir Ahmad also retired, thus leaving the SIC orphaned. Under the provisions of J&K RTI Act 2009 the Information Commissioners and CIC can only be appointed by the Governor when the selection committee consisting of CM, Leader of Opposition, and one cabinet Minister nominated by CM recommends the suitable candidate. Government did not even shortlist the names of probable Information Commissioners after Dr S K Sharma retired in October 2015. They had almost three months until death of Former Chief Minister Mufti Mohammad Sayeed to appoint new Information Commissioner. Sufi retired around nine months ago, but till date nobody has been appointed as new CIC.
