Early Times Report
Jammu, Nov 26: Finally, the state government has mustered courage and ordered attachment of influential Director of Indian System of Medicine, Dr. Abdul Kabir Dar, pending enquiry in drug purchase scam. Dar had also been overstaying on the post for the last 13 years during which the alleged scam took place.
On November 19, Early Times had carried a report titled 13 years on, top ISM official continues to rule. It was mentioned how Dar had been holding the post despite his tenure being marred by various controversies and enquiries pending against him including purchase of substandard drugs and fake certificate scam.
Acting on the report, the government ordered Dar's attachment on November 25. The order reads: "Pending inquiry into the matter related to purchase of substandard drugs in the Directorate of Indian system of Medicine, Dr. Abdul Kabir Dar, Director General, ISM, is hereby attached in Health and Medical Education Department. The charge of the post of Director General, ISM shall be held by the Secretary to the government, Health and Medical Education Department, in addition to his own duties, till further orders".
Dar was allegedly involved in purchase of spurious drugs, which were supplied to dispensaries across the state and a case was lodged in Vigilance Commission.
During investigation, the Vigilance had found an alleged nexus between ISM Directorate and the suppliers, following which drug samples of a company were seized while laboratory test report of some medicines were also learnt to be positive.
Sources in Civil Secretariat said the government has constituted a committee of doctors for retrieving the spurious drugs, which were supplied to dispensaries across the state from the Directorate's office. It was also directed by government to all the ISM dispensaries across the state not to prescribe the drugs to any patient.
