Labour Department stops accepting Education Assistance applications

Jammu, Nov 28: The labour community, which has already been facing exploitation at the hands of their employers, has now been meted out harassment by the Labour Department which has stopped accepting Education Assistance application forms of their children.
Sources told Early Times that in view of the poor economic condition of the labour class, the government had introduced many welfare schemes including Education Assistance programme for the children of the laborers so that financial constraint may not become stumbling block in their education and careers but instead of the helping them, the labour department gave only one month time for submission of applications due to which many failed to submit the application forms.
"Department issued a notice for inviting applications in this connection in the beginning of current month and only one month time period was given which was very inadequate for the laborers to fulfill the formalities of the applications despite the fact the process is very cumbersome and most affected lot of this decision was the people living along the border areas who failed to fill the application form within stipulated time due to continuous turmoil on LoC in this month," they maintained.
The miseries of laborers/ workers, particularly who are working in the private sector don't end here, as their demand of implementation of Variable Dearness Allowance had not been fulfilled till date. "The Variable Dearness Allowance has to be given to the workers which are added in their salary as per Consumer Index after six month. The procedure for the implementation of VDA was adopted by the Labour Department by constituting committee in 2013 and two meetings were held in this regard and the committee submitted its repot to the Labour Commissioner in April 2016 but till date VDA has not been implemented," they added.
Shockingly, the State Government has been repeatedly reprimanded by the Center Government for its failure to implement VDA in the State. "Every year during Labour Conference in the Union capital, State Government makes excuses that process has been initiated in this connection but Union Labour Ministry took cognizance of the nonchalant attitude of the State saying that it was very unfortunate that despite the lapse of many years, the VDA has not been implemented," they revealed further adding that even as the Department has miserably failed to hold Contract Labour Advisory Board meeting which has not been called for the past 8 years.
