SHRC takes cognizance of another ET report

JAMMU, Mar 30: Taking cognizance of Early Times report titled 'Sordid Saga of Samba hamlets: Acute poverty pushes families to disabilities' the State Human Right Commission (SHRC) sought instance report from Director Health Service and Director Social Welfare Jammu.
According to SHRC order, Human Rights Activist, Om Prakash Khajuria filed a complaint with Early Times report regarding poverty in village Palth, district Samba, which had made most of the residents physically and mentally disabled, before the Division Bench of the commission comprising chairperson Rafiq Fida. While studying the case, the Bench observed it was a case of serious human rights violation. It was failure on the part of Health and Social Welfare Department, which prima-facie amounts to grave human rights violation.
"Let in the first instance notice be served to DHS and DSW who be directed to furnish their factual reports in the matter expeditiously. Further DHS was impressed upon to depute team of doctors in said village to have spot assessment of situation on April 30, 2014 before the commission.
It is pertinent to mention here that on January 30, the ET report exposed tall claims of administration that in nine hamlets of district Samba, there were 89 cases of physically disabled, out of which 39 were mentally challenged.
The ET report, however, had contested that the number of mentally challenged was more in the villages having population of Schedule Caste community (Mahashe) while there was a single mentally disabled in the village that had population of upper castes, establishing that the physical or mental disabilities were apparently directly associated with economical condition of these families. The report also established that the schemes of Social Welfare department as well as Central Government were beyond the reach of poor villagers.
