School Education department fails to post 80 promoted masters/teachers | 48 days go down the drain | | Jehangir Rashid srinagar, Sept 2: The government departments in the recent past have developed a habit of issuing orders but not following them up with requisite action. This makes a mockery of the system and it gives an impression that the people at helm are not serious in implementation of orders issued by them. More than a month and half have passed ever since the Education Department issued order for the promotion of post graduate masters/teachers of chemistry as in-charge lecturers, but the posting of concerned officials is yet to be done. The inordinate delay has caused heart-burns among the promoted teachers and they fear that something is cooking behind the scene. The Gazetted section of School Education department issued the order in the middle of July with the posting of officials yet to be done. The promoted officials were asked to report to the concerned Directorate of School Education within 21 days for posting. Although, the promoted teachers did so, but the follow up from School Education Department is missing. Tahir Mustafa Malik, Under Secretary, School Education Department issued government order number 539-Edu of 2014 dated 17-07-2014 under which 80 post graduate masters/teachers in chemistry subject were promoted as in-charge lecturers in their own pay and grade. "On the basis of seniority/eligibility the PG Masters/Teachers figuring in Annexure "A" are hereby placed as I/C Lecturers in the discipline of Chemistry in their own pay and grade with charge allowance as admissible under rules for a period of six months or till the posts are filled up on regular basis, whichever is earlier," wrote the Under Secretary in the order. The Annexure "A" contained names of post graduate masters/teachers who were promoted as in-charge lecturers in the discipline of Chemistry in the School Education department. "The I/C Lecturers shall report to concerned Directorate of respective divisions for further posting/adjustment within 21 days from the date of issuance of this order. However, the officials if any, working in Migrant Cell, Jammu shall report to Director School Education, Jammu," the order read. The order further read that if any in-charge lecturer fails to join within the stipulated time period of time, it shall be presumed that he/she has foregone the elevation and his/her placement as in-charge lecturer shall be withdrawn without any further notice. "The case of those PG Masters/Teachers who have done post graduation through distance mode will be considered after verification of their documents and fulfillment of criteria laid down vide Government Order number 252-HE of 2012 dated 30-05-2012," read the order. Forty eight days down the line the School Education Department is yet to carry out the process of posting of these officials. This is despite the fact that majority of the promoted Masters/Teachers have presented themselves before Director School Education, Kashmir and Director School Education, Jammu. The promoted officials have been running from pillar to post over the past one month or so but of no use. Their repeated pleas have fallen on deaf ears and as such their promotion on date hangs in balance. |
