GS Asgotra JAMMU, Sept 2: The announcement made by Chief Minister Omar Abdullah for granting RBA status to 39 more villages, is till date on papers only as even after the lapse of nearly two and half months, no SRO has been issued by the government, depriving the inhabitants of the RBA benefits. Sources in the Genral Administration Department (GAD) claimed that the government was reportedly in no mood to publish notification before the September 15 and after mid September, the Model Code of Conduct would come into force, depriving the inhabitants of benefits of RBA for some more months. They said that after the announcement of granting RBA status, an SRO was published, following which the orders were forwarded to concerned Deputy Commissioners and tehsildars of respective villages, granting RBA status. "It has been now more than two and a half months, but no SRO has been published, in absence of which the inhabitants, especially the youth aspiring to fill various application forms for government jobs continue to be in the general category as a result of which they are feeling dejected", they said. Sources said that after debacle in Parliamentary polls, Chief Minister Omar Abdullah, who faced embracement and public anger, had announced RBA status to 39 villages to cool down their anger and save further humilation. "But the announcement has so far proved to be wrong as no official work has been done to bring the RBA status actually into existence", sources said. Pertinently, the villages proposed to be brought under RBA are Balsaroo, Godhan, Kadyal, Lathari, Mawa, Brahmina, Majoor, Sandal and Sumah of tehsil Akhnoor and district Jammu, Dragu, Tehsil Bhaderwah district Doda, Rajool, Kummi, Partyal, Padal, Deon, Mohargarh, Talhar, Kathar-Brahmana and Dhergarh of tehsil and district Samba, Pamrote and Fazalabad of tehsil Surankote and Gursai of tehsil Mendhar district Poonch, Lower Bhatian of tehsil Thannamandi, Dehri Ralyote of tehsil Rajouri, hamlet Charung of village Hasplote, Hasyote, Rajdhani, Saim Sammat, Dodason Payeen, hamlet Ghaikhakha of village Dodasan and hamlet Remote of village Dodasan Balla of tehsil Thannamandi district Rajouri, Audsoo, Ganoora and Lalan of tehsil Anantnag, Odina of tehsil Sonawari district Bandipora, Sehpora tehsil Anantnag, Watalbagh tehsil Ganderbal, Khanpoora and Sheikhzoo of tehsil Lar district Ganderbal. There are nine village of Samba district which have been brought under RBA but due to non issuance of notification of SRO, the villagers were making rounds of Deputy Commissioner office but all in vain. Sanjay Singh, a resident of village Deon, studying in Science College Jammu said that they were facing a lot of problems because still they were in general category but had not got RBA benefits without certificates, adding "Last month, Union government had issued a job notification in which several seats were reserved for RBA category, but I don't have RBA certificate to fill the form under this categroy", he rued. When contacted Deputy Commissioner Samba, Mubark Singh said that so far they had not received any SRO from the government, regarding RBA status to several villages. Commissioner Secretary to GAD, MA Bukhari said that the issue pertained to Social Welfare Department. |
