Transfer policy violated in PHE department | Ground Water division officer completes 7 yrs in office | | Akshay Azad Early Times Report jammu, Nov 17: The violation of transfer policy of State Government has been going on unabated in various departments and the administrative heads have become simple a lame duck and have knelt down before the pulls and pressures of powerful officials. One such officer is Executive Engineer of Ground Water Drilling division of Public Health Engineering Department, Ashok Singh Choudhary who has been staying in Jammu and in the same division for the last nearly seven years. Sources informed Early Times that Ashok Singh Choudhary, hailing from Akhnoor/Khour area has remained posted in the same area for almost his entire career. Earlier he was Assistant Executive Engineer in the Ground Water division and when he was promoted, surprisingly, he was not transferred anywhere and he remained stick to the same division. "He used to manage the charge of even Civil Sub division Akhnoor and at the same time he is also contractor in the same division", sources alleged, adding that the Ground Water division was to construct tube wells/hand pumps by deploying drilling rigs and in absence of its own machinery, the department was relying on private contractors. Sources further alleged that Ashok Singh Choudhary had floated a firm, under the name and style of M/s Maa Vaishno Devi, which was registered on the name of Banso Devi, who happened to be the mother in law of the Executive Engineer. "Wife of Ashok Singh is the only child of Banso Devi, who is an illiterate woman and has no knowledge of business or drilling activities. Since Ashok Singh has been posted in the same division in the same Ground Water division for the last nearly seven years continuously and has been making fortunes", sources alleged. Sources further alleged that the Executive Engineer has close allegiance with two Ministers of the area, so was prone to transfer and even higher officials of department never thought to transfer him. They further alleged that he was also caught red-handed by invigilators while cheating in the departmental examination of Assistant Engineer (Accounts), September 2011 and he was de-barred by the Jammu and Kashmir Public Service Commission for a period of one year for appearing in any such examination. Sources further alleged that he had constructed more number of hand pumps in Akhnoor and Khour constituencies then rest of province, only to please his political masters, who have been shielding him from action and in return the engineer has been making fortunes. Chief Engineer of PHE Jammu, SK Aima said that it was the prerogative of administrative department to transfer any officer from one area to another. He further said that if there would be any allegations of corruption against any officer, only the investigating agencies could prove. |
