Secy CAPD Deptt reviews DBTL scheme with DCs through 'video conferencing'

JAMMU, Feb 3 : In a bid to see due implementation of DBTL Scheme, Baseer Ahmad Khan, Secretary to Government, CA&PD Department and Chairman of State Oversight Committee took detailed review of DBTL Scheme with all the Deputy Commissioners through video conferencing here today
Deputy Director General, UIDAI Regional Office, Chandigarh also joined through video conferencing and briefed about the DBTL Scheme and thereafter Secretary to Government, CAPD Department took detailed review with all the stakeholders including Deputy Commissioners, District Lead Bank Managers, Officers of Census Department and of OMCs.
It emerged that overall 50% LPG consumers have filed their documents under DBTL Scheme and have become Cash Transfer Compliant (CTC). These are mostly bank based CTC customers and Aadhaar seeding into the LPG Consumer Database is very insignificant.
C S Sapru, Director Census, J&K gave figures of Aadhaar generated in the districts and desired that these generated Aadhaar No's can be seeded into LPG database of the consumers. He further requested that the micro plan for Rajouri and Poonch districts for taking up work of capturing biometrics for Aadhaar may be given by Deputy Commissioners so that machines for capturing biometric can be sent to these districts for creating Aadhaar No's. State Level Banker Committee (SLBC) of J&K Bank stated that J&K Gramin Bank has been made DBTL Scheme Compliant and LPG consumers having given No. and IFSC code of J&K Gramin Bank can be made CTC by the bank.
Deputy Director General, UIDAI stated that e-Aadhaar facility has been extended to all the LPG distributors and they can seed Aadhaar No. into the database of the LPG consumers.
Addressing the participants on video conferencing, the Secretary to Government, CAPD Department directed ADDC Kishtwar to divide the far flung areas of Marwah, Warwan and Dacchan in Zones and local Officers like SDMs/Tehsildars may be made Zonal Incharge for implementation of the Scheme. He exhorted all the Deputy Commissioners and other stakeholders to achieve at least 80% of DBTL Scheme by 25th of February, 2015. He directed the concerned Deputy Commissioners and other stakeholders to sort out the petty issues and directed that all out efforts by launching information and publicity campaign for LPG consumers may be launched so that desired target of achieving 100% implementation of Scheme is achieved by 1st week of March, 2015.
