Opposition of SoS to WPRs intriguing

JAMMU, Feb 3: The pro-Pakistan elements, extremists and communalists in Kashmir, who have unleashed a relentless campaign against the reported recommendation of the joint parliamentary committee of the Union Home Ministry that the West Pakistan Refugees (WPRs) be granted permanent residency status and right to vote in the assembly elections have got support from certain controversial persons from Jammu, who claim that they represent the 12 lakh refugees from Pakistan-occupied-Jammu & Kashmir (PoJK), also called Displaced Persons (DPs). They, like the anti-national and anti-WPRs forces in the Valley, have also opposed the recommendation of the joint parliamentary committee and their opposition, which appears intriguing and motivated, must have pleased the fanatics in Kashmir, who have also been targeting PDP leader and LokSabha MP MuzzaffarHussainBeig for his stand on the issue of WPRs.
What did these controversial persons from Jammu or the so-called leaders of the DPs say on Monday while opposing the well-meaning recommendation of the joint parliamentary committee? Rajiv Chuni of the SOS, for example, said: "We will oppose the proposed move of the Government of India about settlement of WPRs tooth and nail. Despite being the state subjects of the State, we are living a life full of miseries. How can Centre settle WPRs who are not the residents of the JK"? "If Centre goes ahead with the settlement of WPRs, then we should be allowed to settle down back in our native places like Mirpur, where our properties worth billions are in a dilapidated condition,' he also said. He didn't stop just there. He further said: "When the Centre has not given any citizenship to Hindus who migrated to Rajasthan during partition, how come WPRs would be given PRCs. This double standard won't work. We are huge in number and would oppose any move aimed at settlement of WPRs who are just 60,000 in number…They should be given a package and should be told that they can't have citizenship rights as they are non-State subjects".
The self-styled leaders of the DPs have only shocked the WPRs, who have been leading a miserable life in different parts of Jammu province since 1947, when they, like the refugees from PoJK, migrated to Jammu to escape their physical liquidation at the hands of the fanatics, and save their honour, dignity and culture. They have not only shocked the WPRs, but also all those who have been championing the genuine cause of these hapless refugees, mostly Dalits. Earlier, the likes of Rajiv Chuni had hailed the interlocutors like DilipPadgaonkar, who and his colleague Radha Kumar had reassured the students of Kashmir University that they would urge the Government of India to amend the Indian Constitution to accommodate the "Azadi" demand.
It is inspiring that there are political and social groups in the state and outside like the BJP, the VHP, the RSS, the Panthers Party and the newly-founded Jammu Pradesh United Front (JPUF) which have been giving their unqualified support to the cause of the WPRs, saying the issue is humanitarian that needed to be dealt with as such. It appears the likes of Rajiv Chuni have not read the 1987 Supreme Court judgment on the WPRs. The Supreme Court in its judgment had urged both the Union and State Governments to amend certain rules and regulations to accommodate the reasonable demand of the WPRs so that they could also lead a dignified life. But, it appears, the likes of Chuni have nothing to do with that judgment. Their opposition is all the more intriguing considering the fact that they themselves are victims of fanaticism. It is hoped that good sense would finally prevail and the likes of Chuni play some constructive role. Significantly, Chuni and others of his ilk are also opposing the policy of the Government of India towards the internally-displaced Kashmiri Hindus.
