Swine flu scare: DB for 'effective steps' to implement panel recommendations | Seeks status of Rs 2.47 Crores released in 2013 for specialized testing labs | | Early Times Report
Srinagar, Mar 23: A Division Bench (DB) of High Court today directed state government to take effective steps for the implementation of the recommendations made by an expert committee, calling among other things, a setting up of 50-bed 'Infectious Hospital' be allotted to SKIMS. DB also sought the status of Rs 2.47 Crores released earlier in 2013 for setting up of specialized testing labs. Division Bench of the court comprising Justice M H Attar and Justice A M Magrey while hearing clubbed Public Interest Litigation, said, "The State Government shall advert its attention to the recommendations made by the Court Committee about the instruction of 50-Bed Infectious Hospital at SKIMS and take decision thereon." "The governing body of SKIMS and Government shall take the effective steps for implementation of the recommendations of the Court Committee," the bench added. In another direction, the court directed Commissioner Secretary Health and Medical Education Department to indicate whether Rs 2,47,00,000 (two crore forty seven lakhs) released by the government of India for establishing a laboratory has been utilized. "The direction by the court came in the wake up of submissions by Assistant Solicitor General of India S A Makroo saying that 2, 47, 00 000 have been released by the Central Government in December 2013 and that as per his instructions the amount has not been utilized till date. Subsequently, the court directed Senior Additional Advocate General J a Kawoosa to inform the Court before next date by filling latest status report about the statement made by Makroo. Meanwhile at the request of senior AAG J A Kawoosa, the court granted Director Health Services Kashmir further week's time to explain his position as to why he did not attend the meeting of the committee as was directed by the court. In yet another direction, the court ordered inclusion of Dr Shazia Wafai, Regional Director, (Health & Family Welfare) Government of India as member of the Court Committee constituted on March 17. Besides this, Division Bench directed the Director SKIMS (head of the committee) to hold weekly meetings with Director Health Services and Principal Government Medical College Srinagar and chalk out programmes to ensure that swine flu gets controlled and he shall inform the Regional Director about the convening of meetings so that she will also participate and provide valuable assistance to the Committee. The court also modified the March 17 order to the extent that the Committee will now hold fortnightly instead of weekly meetings. |
