Assembly resolution places ball in Pakistan's court | | | During the last over two decades India's repeated pleas to Pakistan to stop ex porting terror to Jammu and Kashmir seems to have found no response from authorities,especially the Army,across the border.Despite Islamabad's repeated pleas for resumption of bilateral dialogue notwithstanding Pakistani agencies' aid to terrorists operating in Jammu and Kashmir had been responded by India from time to time though with some initial hesitation..And if New Delhi has choked the channels of dialogue with Islamabad intermittently it was the result of deep provocation caused by the activities of Pakistani agencies,especially the Army in Pakistan which has been assisting groups of militants in crossing over to Jammu and Kashmir. And repeated pleadings from national and regional parties in India to Pakistan to stop aiding terror and to suspend its plan on exporting terror to India have fallen on deaf ears with agencies across the border trying to kick up one conflict or controversy or the other.And the latest provocation from Pakistan has been in the shape of twin terrorist strike on Kathua Police station and later on the Samba Army camp. And now the task for making a fresh plea to Pakistan to st op derailing p[ace in Jammu and Kashmir has been given to the state Assembly,which is now in session in Jammu.And apart from anti-Pakistan slogans having been raised on the floor of the Assembly on Sunday and fiery speeches by the legislators the very House adopted a resolution condemning the terror strike in Kathua and Samba The Assembly passed a resolution against the terror attacks in Samba and Kathua, while urging the Centre to take up the issue with Pakistan.Pakistan should control terrorism if it wants peace and reconciliation, Jammu and Kashmir Chief Minister Mufti Mohammad Sayeed told the Assembly on Sunday while terming the terror attacks in Kathua and Samba as a "conspiracy" to derail the peace process.Condemning the terror attacks, he said the people of the State have a strong resolve and some terrorist attacks will not deter them."If they (Pakistan) want peace, reconciliation, Pakistan PM Nawaz Sharif, its establishment must control them (terrorism)," he told the Jammu and Kashmir Assembly after opposition created a ruckus demanding adjournment of the question hour. Expressing hope that peace would return to Jammu and Kashmir soon, he said, "People of Jammu and Kashmir have given a mandate. My suggestion is to introduce a resolution to condemn such attacks. Peace that was witnessed by the state after 2003, similar peace will return to Jammu and Kashmir, same peace will be restored and the forces which are doing this (such attacks) that we should send a message from the House... Pakistan is also a victim and their Prime Minister says he cannot do anything to control this," he said. By adopting the resolution urging Pakistan to stop exporting terror to Jammu and Kashmir indicates that the resolution has the backing of people of the state of Jammu and Kashmir because those who supported the resolution are representatives of people of the state.And it is hoped that Pakistan will not turn a deaf ear to the resolution as that could be an insult to the people of Jammu and Kashmir.Islamabad needs to understand another aspect of the resolution and the speech made by Chief Minister Mufti Sayeed. Since Mufti Sayeed has been a votary of the process of reconciliation between India and Pakistan and equally favours peaceful settlement of the Kashmir issue Pakistan may lose a genuine politician keen to promote cordial ties between India and Pakistan if Islamabad and its official agencies, especially the Army,ignore the spirit of the resolution adopted by the Assembly.Soon after the twin terror strikes in Kathua and Samba Mufti Sayeed had blamed non-state actors for the incidents and reports prove him correct because the plan had been framed across the border and the Pakistani troops had provided assistance to a group of militants to cross into Jammu sector for destabilizing peace.In the light of the resolution the ball is now in the court of Pakistan. |
