Pahalgam residents urge Mufti to approve MPP | `Delay benefits Land mafia' | | Saahil Suhail Anantnag, Mar 23: Pahalgam residents today appealed Jammu and Kashmir Chief Minister Mufti Mohammad Sayeed to approve the Master Plan of Pahalgam as deliberate delay in its implementation was devastating the fragile environment of the world class destination and is benefiting land mafia. Mushtaq Ahmad Magray, chairman of Himalayan welfare association who chaired a meeting of several social groups and trade unions at Pahalgam, accused authorities of benefiting influential people and land mafia by deliberately delaying the implementation of Pahalgam master plan. "Master plan draft was put before the public and other stakeholders, objections which we people filed were disposed off and our recommendations were incorporated in the Master Plan drafted by CTP, but we fail to understand why the report has not been yet submitted to government and why Chief Minister hasn't approved it," Magray told Early Times. He said urged Chief Minister to show seriousness and approve the draft which will save the Pahalgam from the land mafia which is very much active and is devastating the environment of the area by raising constructions despite a High Court ban. Pertinently, after putting a blanket ban on the constructions in Pahalgam, Jammu and Kashmir High Court in year 2011 directed the authorities to go for revision of Master Plan (2006) after observing that it was full of flaws. Fallowing which a committee comprising of Deputy Commissioner Anantnag, Chief Executive Officer (CEO) Pahalgam Development Authority (PDA) and a representative of Chief Town Planner (CTP) drafted the Master Plan of Pahalgam and put it into the public domain for objections and suggestions. In December 2013, committee incorporated the suggestions of general public and of other stakeholders into the draft and while as settled down the objections, however according to official sources wasn't forwarded to NC-Congress coalition government for approval. An official at Pahalgam Development Authority whishing anonymity revealed that implementation of the Master plan was delayed to allow some influential to complete constructions which they completed during the period of assembly elections last years. "During polls in the areas which were notified like Movera, Serchin and others influential completed constructions under the nose of our senior officers." Officer added. Meanwhile, several social groups and trade unions under the banner of 'Collation of Unions of Pahalgam' held a meeting in Pahalgam and discussed several developmental issues of the area. They demanded construction of the new tourist reception centre, completion of construction of Pahalgam club, up-gradation of dispensary to PHC Pahalgam hospital. Members also urged Chief Minister to review of developmental grants and accounts of expenditure of Pahalgam Development Authority and Municipal Committee Pahalgam. |
