Jammu, May 4: Showing dismal performance of NC-Cong coalition government viz-a-viz women empowerment, Jammu and Kashmir Women Development Corporation could only generate 4, 714 jobs against the target of 50,000 jobs under Women Entrepreneurship Programme in last four years due to financial constraint.
Moreover, Jammu and Kashmir Women Development Corporation failed to utilize the funds as an amount of Rs 6.50 crore was released to the Corporation in March 2008, which remained unutilized until 2010 as no guidelines of the scheme were issued.
Sources told Early Times that the scheme was launched in March 2010, which provides for grant of loan to women entrepreneurs through Jammu and Kashmir Women's Development Corporation. The scheme envisages to providing direct loan facility up to Rs 3 lakh at a low rate of interest of 6 per cent to the applicants within the age group of 18-45 years with minimum qualification of matriculate for specified trades.
"Against a set target of generation of 50,000 jobs during the period of five years, the Jammu and Kashmir Women's Development Corporation could generate only 4, 714 jobs during last four years. This was due to reduction of funding during 2009-14, defeating the purpose of making the women self reliant by providing them financial assistance," they said.
Sources further informed that the declining trend in physical achievements was due to non release of funds by the concerned Administrative Department as a result the scheme had not been able to generate the desired employment primarily due to constraint. Pertinently, Women Entrepreneurship Programme was funded by the Social Welfare Department up to 2011-12 and thereafter by the Labour and Employment Department. A target of generation of 50,000 jobs was set for J&K Women development Corporation on establishment of 5000 units i.e 10 jobs per unit as Sher-e-Kashmir Employment & Welfare Programme for the Youth (SKEWPY) guidelines within a period of five years.
