Authorities wake up to NREGA scam in Budgam village | Special team conducts raids | | Early Times Report Budgam, May 4: Taking cognizance of the ET reports regarding large scale embezzlement of funds under MGNREGA in Budgam, administration has finally woken up as a special team has been constituted by the Deputy Commissioner Budgam that conducted surprise raids to look into alleged scam under MG NREGA in Dreygam, village of Budgam . The raids were conducted by a team of officials for the entire day in the village who visited the spots where the works were shown having been executed. The team has taken all the records of the works into custody. Pertinent to mention that Early Times had exclusively exposed the scam involving embezzlement of lakhs of rupees under MG NREGA and Nirmal Bharat Abhiyaan (NBA) earlier called Total Sanitation Campaign (TSC). Information about the fake works was obtained under J&K Right to Information Act by some local residents of Dreygam village in Khansahib block of Budgam and this has now exposed a multi lakh scam related to release of payments from state exchequer in favour of non existing works in Dreygam village. Documents available with Early Times reveal that an amount of over Rs 6o lakhs was released during financial year 2013 -14 for executing various works under the centrally sponsored scheme MGNREGA in panchayat halqa of Dreygam. The villagers allege that out of Rs 60 lakhs, an amount of Rs 35 lakhs plus were already released against nonexistent works. BDO office Khansahib claims that Rs 8.12 Lakhs have been made available for construction / up-gradation of a road from Dreygam village to Shumnag and Dembal villages. Out of Rs 8.12 lakhs a payment of Rs 4.63 lakhs has already been made , and rest of the bill is ready , but can the concerned BDO, ACD Budgam or even Deputy Commissioner Budgam come and show us where is this road ? " said Ghulam Ahmad Naza while talking to Early Times. The official information reveals that several lanes and drains have been constructed in Dreygam , but the actual locations have not been shown , and if somebody argues about their locations , the Sarpanch or Panchayat Secretary (VLW) will show them all the drains and lanes which have been constructed many years back and payments are made against such fake works locals allege . An amount of Rs 4.15 lakhs has been shown spent on these lanes and drains and the locals say that during 2013 no such work was executed in the village. In addition to it an amount of Rs 3.94 lakhs has been shown spend on construction of a protection bund in Malik Pora Peth Dreygam , but the locals say this bund exists nowhere in Malik Pora. Information further reveals that an amount of Rs 3.50 lakhs has been shown spent on construction / development of road from Arampora Dreygam to Frestwar , but for the same work an amount of Rs 5 lakhs was drawn from state exchequer during financial year 2009 -2010. For the development of road from Arampora to Shumnag an amount of Rs 4.63 lakhs has been estimated to be spent , and out of which half the payment has already been made in favour of Panchayat Secretary and Sarpanch , but the locals allege that this road like other works exists nowhere on the ground. |
