Pandits need to be involved in rehabilitation policy framing

When a large number of Kashmiri Pandits staged a demonstration in New Delhi on Sunday they did so to voice their genuine grievances as far as the issue of their return and rehabilitation in the valley is concerned.During the last over 15 years,when the rehabilitation policy of the displaced people was being framed these Pandits were never taken into confidence or were involved in the formulation of the policy.Out of this anger Pandits from various areas in the country had collected at Jantar Mantar to prevail upon Centre to take the community members into confidence before any decision on their return to the Valley.Members of the community, who converged in large numbers at Jantar Mantar, demanded that Jammu and Kashmir government reopen prosecution cases against all those involved in the killing of Kashmiri Pandits in the Valley following the outbreak of militancy.Many of the protesters shouted slogans against Hurriyat Conference and separatist leaders.The general secretary of Jammu Kashmir Vichar Manch, Manoj Bhan, said: "Whatever decision the Centre or the State government takes, they must talk to the Kashmiri Pandits first. No separatist should be allowed to intervene in matters relating to Kashmiri Pandits." Disapproving of comments made earlier by Chief Minister Mufti Mohammad Sayeed that only 10 to 15 per cent Kashmiri Pandits will choose to return to the Valley as most are well placed in various parts of the country, Mr. Bhan said that every member of the community wants to return to their homeland.Well Mufti Sayeed is not totally wrong in his assessment.One generation of the displaced people is dead.The second generation is on the verge of extinction.A large number of people,belonging to the second generation,are with their children who are well settled in various parts of India and in several foreign countries.It may not be easy for them to return to Kashmir which would result in segregation from their children.The second and third generation do not have any interest in returning to Kashmir because the valley cannot offer them as lucrative jobs as they have been able to get in the plains or in foreign countries..As far as the third generation is concerned they are about to complete their academic career and readying to get good jobs.And those who are eager to return to the valley may be doing so to spend three to four summer months in the valley. Well when the policy is being framed for the rehabilitation of Pandits back in the valley is it not necessary for the state and the central Governments to involve representatives of these displaced people in the policy framing exercise. Let the Government discuss and debate the entire issue.Yes,neither the state nor the central Government is supporting the demand for carving out a separate homeland for Pandits within the valley.Still there is no harm if the state and the central Governments invite the authors of homeland demand for a discussion.Let the Government satisfy those who demand separate homeland and convince them that the demand could be fraught with severe repercussions. Well the Government has a point.
It says there are more organizations for the displaced community than any other community has in India.In the initial stages of migration a premier organization,called the Panun Kashmir,had taken birth. It really represented majority of people belonging to the displaced community. However,its role has been weakened after it split in three factions though the objective of all the three factions is to have a separate homeland with union territory status.It would be better if the state and the central Governments involve genuine representatives of the displaced people in talks.Let a number of 20 prominent people be associated with the framing of the rehabilitation policy. Without this it could be a wasteful exercise like a doctor prescribing medicines for a patient whom he has not seen or examined.Let the Pandits think over the issue whether a separate homeland is feasible ?if they feel it is let them submit a blueprint tol the Government.
