SIC directs JKCA to provide info about fee given to coaches | | | Early Times Report Jammu, May 26: The State Information Commission (SIC) has directed the J&K Cricket Association (JKCA) to provide information related to fees provided to a coach under Right to Information Act (RTI) to an information seeker. Earlier the JKCA had provided incomplete information to the information seeker (RTI Applicant) and after the intervention of SIC , the JKCA has been directed to provide the full details which were sought by the information seeker via his RTI applicantion. Case Details : As per details available with Early Times one Rajesh Sharma filed an RTI application dated: 30-08-2011 before Joint Secretary, J&K Cricket Association, Jammu wing. The information seeker sought the following information under RTI Act : 1. Whether draft bearing No. 786854 dated: 17-02-2011 amounting to Rs. 8000/- had been received by one Madan Mohan Sharma or not. 2. Whether Mr. Madan Mohan Sharma, who was appointed on 29-06-2014 as Coach for Under-25 & Under-14 boys was the same Coach who was appointed as Coach in June, 2009. 3. In what span of time, the Coaches get their coaching fee from JKCA. 4. How much amount will be given to Mr. Madan Mohan for giving Coaching in Camp held on 29th June, 2014. In response to the aforementioned RTI application filed by the information seeker, Joint Secretary, J&K Cricket Association provided information to the information seeker vide his letter No. JKCA/JS/JW/564-565 dated: 06-09-2014. In the said letter, the Joint Secretary, JKCA replied that Mr. Madan Mohan Sharma has not received payment as Coach during 2nd round of Under-15 Camp held from 01-06-2009 to 30-06- 2009. In respect of the information sought on the other points, the details were not given by the Joint Secretary, JKCA. Aggrieved by the incomplete information provided by the Joint Secretary, JKCA, the information seeker filed 1st appeal before, First Appellate Authority (FAA), JKCA on 28-10-2014 through registered post. But the said registered cover seems to have been returned to information seeker due to deficient address. The information seeker again filed 1st appeal before FAA, JKCA vide his memo of appeal dated: 10-11-2014 posted through speed post on 11-11-2014. The information seeker alleges that 1st appeal filed by him was not disposed of within the statutory period prescribed, therefore and aggrieved by the failure of the FAA to dispose of his 1st appeal within the statutory period, he preferred 2nd appeal before the State Information Commission (SIC). The information seeker claims that he has not been provided information in respect of points 2 to 4 of his RTI application. The letter of Joint Secretary, JKCA also substantiates the same. The Commission issued notices to the parties for appearing before the Commission on 22-04-2015. The appellant appeared but the Joint Secretary failed to appear before the commission. SIC order reads as : "The commission heard the appellant and the appeal is disposed of with the direction to Joint Secretary, J&K Cricket Association to supply the information to the information seeker in respect of point 2 to 4 mentioned herein above within a period of 15 days under intimation to this Commission" |
