Financial crunch blues: Govt yet to release first installment of CDF to MLAs | Members ruing delay, say working season now shrunk for two months | | Early Times Report
Jammu, May 26: Battling acute financial crunch, PDP-BJP coalition government is now facing severe criticism on a different front- the entire lot of members of Assembly for delay in getting their Constituency Development Fund which has already become over due for the current fiscal year. Sources said MLAs from all parties are ruing what they are now viewing as 'deferral' approach of the coalition government in release of CDF for this is only telling upon the already delayed development works in their respective constituencies. Sources said the key department responsible for releasing CDF- Planning Department is itself faced with 'toughest' ever situation due to lack of funds at the disposal of government for purpose as vital as CDF of MLAs and other significant development works which have virtually come to halt due to non release of payments in time to contractors. Sources said by this time of the year in normal course in the past the at least two installments of CDF would stand released as against four which MLAs get per year for executing various development works in their constituencies. Sources further said that delay due to paucity of funds with the government has become a cause of serious concern as only two- three months are now left for the working season in Kashmir Valley and even the remote areas of Jammu and Ladakh region. " In past by the month of June MLAs used to get two instalments amounting to nearly Rs 70 lakh …..this year not a single penny has been given which is a matter of serious concern…", said an MLA of PDP, main ally in the coalition government. We are answerable to our people who do not understand situations like financial crisis or paucity of funds for whatever reasons, the MLA said adding that the government must such understand compulsions which affects its credibility too. Pertinently, the CDF of MLAs was increased by a huge margin by the previous coalition government led by Omar Abdullah to One and a half crore rupees as against Rs 50 lakhs they would get earlier for one year. It is this huge jump which has burdened the exchequer with a whopping amount each year to be paid to MLAs as CDF, no matter it has widely appreciated. However, as the government is facing financial crunch due to non availability of entire plan amount from the centre, this has caused delay in release of CDF too, much to displeasure of the MLAs. |
