Flouting norms, stone crusher, hot asphalt mixing plant set up at Mahore | | | Akshay Azad

Jammu, June 25: In an environmentally fragile area like Mahore of district Reasi, the violation of environment related norms is the most easy thing to do as a contractor has set up a stone crusher and a hot asphalt mixing plant in its Sungri village. According to the first notice issued by Regional Director of Jammu and Kashmir Pollution Control Board (JKPCB) Jammu vide number 1018-21 /SPCB/RD-J/N-1/15, on 23/5/2015 to Talib Hussain Chashti of Sungri under environmental laws. The notice says "every hot mix plant/stone crusher is under statutory obligation to meet the prescribed standards of emissions/effluents by installing requisite pollution control devices." The notice further says that "on recent inspection of your plant conducted by concerned divisional officer, who has reported that you are operating the hot mix plant and also set up a stone crusher adjoining the plant unauthorisedly without seeking consent of PCB." In the same order, the PCB regional director Jammu has directed the contractor to stop the operation of hot mix plant and construction of stone crusher with immediate effect, but if sources are to be believed the operation of hot mix plant is going on unabated. "Acting on complaints of some environmentalists and Divisional Forest Officer Mahore, Sub Divisional Magistrate Mahore Subash Chander Dogra had also issued an order on June 9, 2015, imposing complete ban on illegal extraction/collection of sand, Bazri from the different locations of river Ans and its tributaries falling in jurisdiction of sub division Mahore according to order number SDM/M/2015-16/201-09, dated 9/6/2015", the SDM's order says. Despite the orders of SDM and PCB Regional Director, illegal extraction of river bed material is going on unabated from various tributaries of river Ans, sources said, adding that there is a nexus of some officials and contractors. The locals alleged that the extraction from tributaries of Ans was going on unabated and every day, dumpers and loaders could be found extracting material. "Administration is well aware of violations but has deliberately turned a Nelson's eye for obvious reasons", they alleged. District Officer of PCB, Reasi, HS Galoch said that first notice has been issued to hot mix plant/crusher owner and within a few days, second notice would also be issued. "Action under law will be taken against the contractor", he said, adding that two more crushers, one each in Barangari and Talwara were also running illegally. On being asked why the plant and the crusher would not be closed immediately, he said that they would go as per rules of PCB and the Revenue authorities could do it. Naib Tehsildar Chasana, Gulam Ali feigned ignorance about the extraction of river bed material from tributaries of river Ans. "Stone crusher is not operational while for hot mix plant, river bed material is brought from Bakori", he said, and assured that he would take appropriate action. SDM Mahore, Subash Dogra said that he was busy in a meeting. He, however, said he would take appropriate action. |
