SRO-59: Benefits for PDD employees in Valley, promises for Jammu people | | | G S Asgotra

Jammu, July 3: In a case of step motherly treatment to Jammu division by Power Development Department (PDD), nearly 15,000 employees have been deprived of SRO-59 of 1990, which was implemented in Kashmir division a decade ago but not in Jammu. After the implementation of SRO-59, the pay grade of employees of Kashmir division recorded a steep increase from 2550-3200 to 4000-6000. The Jammu-based employees, on the other hand, are getting same old grade pay. Aggrieved linemen of PDD told Early Times that repeated pleas and representations to higher officials to implement the SRO-59 in Jammu division have been ignored. Union leader of Electric Department Linemen and Workers Union (EDLWU), Gardhari Lal Bhagat said that since 1992 "we were struggling to implement SRO-59 across the state, but astonishingly the department has not implemented it in Jammu division." "Ultimately, we challenged the discriminatory attitude of PDD in court, which after hearing the case directed the department to implement the SRO in Jammu division too and give benefits to the employees at par with their Kashmiri counterparts from the date the benefits were extended to Kashmir division," Bhagat said. "On June, 12 the court directed the PDD that this exercise shall be conducted and concluded within a period of six weeks. But even after a lapse of three weeks, the Chief Engineer has so far not sent any notice to sub division/division to submit record of the employees", he said. He said the apathetic attitude towards employees could be gauged from fact that one hand they were compelled to work round the clock, and on other in 2003 the then Chief Engineer Ranjeeet Singh Wazir had given the benefits of same SRO to only seven blue eyed candidates one of whom was a top leader of the union. President of EDLMU, Tara Chand said that most of the employees who were deprived of the benefits of SRO-59, were regularized in 1995 and since then they have been demanding implementation of pay grade of 4000-6000. |
