After mantris, babus exploit class-IV employees | | | Early Times Report
Jammu, Jan 17: The Governor's rule in J&K is witnessing no change in wrongdoings that continued unabatedly in various government departments when the PDP-BJP alliance government was in place: misuse and sheer exploitation of class IV employees as domestic helps. It was rampant with almost all ministers of the popular government and in their absence at present they are doing the same chores with Commissioner Secretaries and Administrative Secretaries who have been vested with powers of ministers in the existing Governor's rule. Sources said officials in many key departments in the Secretariat are taking full advantage of absence of ministers to their favour by engaging the class IV employees at the official residences of their 'bosses' who happen to be the Secretaries at present. Sources said these officials who are well acquainted with placements of the class IV staff in different departments are now pressing them into 'services' of the babus for their domestic chores, which though nothing new for the employees, is only against the rules and ethics. In what can be seen as acts of sycophancy, many class IV employees are pushed to do such works at the houses of the administrative bosses by the middle rung officers, sources said adding that they are assigning this task on their own, even at the places where their services are not at all required. From Education department including Higher Education department to Agriculture department, R&B department to PHE department where class IV staff is employed in good numbers, rather than using their services in the official matters, they are being asked to work at residential places of the administrative secretaries , sources said. They do works ranging from cooking to washing utensils, in upkeep and maintenance of the entire house including gardens and even at some places as drivers for ferrying children, sources further said. Sources further said misuse and exploitation of the class IV staff can be gauged from the fact that a couple of the officers of the level of senior Commissioner Secretaries in recent past and at present also have extended the services of the class IV staff to the houses of their relatives to take care of aged parents. While the salaries of the class IV staff is drawn from the exchequer for the purpose of official work for which they have been employed, whether as permanent staff or in capacity of contractual workers, they work mostly at the houses of the ministers or the babus as domestic helps, sources said. As they are doing all that work involuntarily or under pressure of the middle rung officials, many of them see it as human rights violation and seek disengagement from the works at residential places. Will the Governor of state NN Vohra look into this irregularity and take measures to check it, remains to be seen. |
