In absence of elected Govt, Guv takes major decisions | | | Ishtiyaq Ahmad

Srinagar, Jan 30: Amid delay in government formation in the state, Governor N N Vohra has been taking major decisions for the last one week for smooth functioning of the governance. There has been delay in forming the government in J&K and the state is under Governor's Rule since January 9, following the demise of late Chief Minister Mufti Mohammad Sayeed. As no deadline has been fixed and the PDP President Mehbooba Mufti keeps everyone on guessing, Governor N N Vohra has taken some major decisions for the smooth functioning of the civilian government. For the past few days, Vohra had reviewed holding of elections to Municipalities and Panchayats with Chief Secretary BR Sharma and Chief Electoral Officer (CEO) Shantmanu. While the elections to Municipalities had become due in January 2010, they will become due to Panchayats in June-July this year. Vohra had also directed the CAPD authorities to implement the National Food Security Act (NFSA) from February 1 in the state. Although, the PDP-BJP government had been reluctant to implement the NFSA following stiff opposition from parts of the state. The Governor also revived the budget preparedness in absence of the elected government. The Governor could opt for three months Vote-on-Account if the delay persisted in formation of the government. Sources said Vohra has directed the Chief Secretary and Financial Secretary to go ahead of budget preparations so that there is no financial crisis in the state. He has taken a serious note over non-completion of power projects and nominated Dheeraj Gupta, Commissioner Secretary, PDD to serve as Director on the Board of Directors of Chenab Valley Power Projects Private Limited (CVPPP). Governor also reviewed the security preparedness with top brass of the security establishments in the state. On Friday following reports of HINI flu detected from two people in Jammu, he immediately called a meeting and reviewed preparedness how to tackle HINI. The Centre has exempted J&K from imposing cut on the grants given to the State Government for Urban Local Bodies on the ground that this was first year of newly elected State Government followed by the Governor's Rule. Sources said the Centre took the decision following Vohra's assurance that urban local bodies will be held in this year. The Governor has taken a serious note over increasing corruption in the state and has reportedly sought the details of corrupt officials to take action against them. Sources said the Governor has now sought the list of these corrupt officials for further course of action. Sources said that the reason for coming out strongly against the corrupt is that Governor wants to dispel the notion that action is being taken only against few officials. Sources said a list of tainted officers has been framed and the government is likely to take the action. In last Governor’s Rule, Vohra had made a major reshuffle when he removed officers having tainted past from the prized postings. On Friday, there was a major reshuffle in the administration on the directions of the Governor. |
