Delay in SKUAST (K) land acquisition : land owners seek Guv's intervention | | | Early Times Report
Srinagar, Feb 2 : The land owners around Sher e Kashmir University of Agricultural Sciences Shalimar Srinagar have appealed Governor N N Vohra to expedite the land acquisition process for expansion of SKUAST (K) campus. They have also demanded departmental action against the Additional Deputy Commissioner (ADC) Srinagar for creating unnecessary hurdles in completion of the land acquisition process. Reliable sources reveal that ADC Srinagar Qazi Sarwar who is also the collector land acquisition has fixed a very low rate for the land to be acquired by SKUAST (K). Locals allege that officer wanted illegal gratification which could not be fulfilled by the land owners. The officer according to locals has fixed rate @ Rs 24 lakhs per kanal for the land whose market rate is more than Rs 80 lakhs per kanal. The revenue authorities are yet to complete the formalities of acquisition of land for the said purpose and the matter is lingering on for last five years. While talking to Early Times one of the affected land owner Ali Mohammad Said, "under new central Land Acquisition Act, property and land which is acquired in urban areas would be paid compensation double the market value of the said land / property and in rural areas where the property rates are comparatively less the compensation would be paid four times more than the exact market rate of the land / property. As the said law is not applicable to J&K, people like us are the worst victims . Government is paying us Rs 24 Lakhs per kanal and the actual market value in our area is Rs 80 lakhs to 1 crore per kanal . Had new Land Acquition Act been in vogue in J&K , we could have been paid Rs 2 crore per kanal , but the ADC is forcing us to sell our land to SKUAST on a very lower rate. We appeal Governor N N Vohra to intervene as he also happens to be the Chancellor of SKUAST (K)". "The new Land Acquisition law does not only guarantees high monetary compensation but it guarantees for Rehabilitation & Resettlement as well. The compensation under new Land Acquisition Act (UPA version) is to be paid retrospectively under this act (from 2011). But all this not going to be a reality in our state unless we have such a law in operation as soon as possible" said a senior Revenue official in DC office Srinagar (name withheld). |
