Despite warnings, vehicles' owners ignore HSRP order | | | G S Asgotra

Jammu, Feb 6: Despite repeatedly warning/notification published in different daily newspapers by Motor Vehicles Department (MVD) to install High Security Registration Plate (HSRP) in commercial and non-commercial vehicles, as the proprietors of vehicles are still hesitating to fix the same as the reason behind not to install HSRP in vehicles that the department concerned still failed to make a conducive environment in their respective offices (RTOs, ARTOs) across the state. Source in department informed that on one hand the department concerned has order to change non- HSRP with HSR plates and it also mentioned, "If someone has failed to change non-HSRP with HSRP in scheduled time, can be penalized and even vehicles can be also seized". On other hand, since owners of vehicles have connected with the respective offices of the department for installation, are getting date over date, exposing the tall claims of the department. Source further said that however, the order No. 09.TC of 2016, Dated 28.01.2016 by the Transport Commissioner read as ban as making of manual Registration plates for vehicles and it also mentioned in the order that use of High Security Registration Plates has been made compulsory as per rule of 50 and 51of Central Motor Vehicles Rules 1989 and Motor Vehicles (New High Security Registration Plates) order 2001 of Government of India. In spite of this, the department has neither sped up installation process nor succeeding to control the illegal making of manual registration plates. It is pertinent to mention here, the installation of HSRP was initiated in 2012 by Omar Abdullah led government, since the department has succeeded only to install four lakhs HSRP in the vehicles which were register in 2012, 2013, 2014 and 2015 while more than seven lakhs vehicles which are registered in the department concerned but they are still waiting to affix HSR plates. Source further said that before launching any schemes, the government has organized various awareness programme and camp to educate people , so that the schemes will implement effectively but in case of installation of HSRP, the MVD still have not organised any awareness programme and neither to sensitize the people what is its importance. |
