Two chairpersons spoil SCHBS | | | Early Times Report JAMMU, Feb 6: Registrar Cooperative Societies (RCS) has allegedly appointed a new chairman at Sainik Cooperative House Building Society (SCHBS), despite the fact that previous chairman is already holding the chair. Sources informed Early Times that in September 2015, four directors of the management committee of SCHBS, overlooking the laid down norms. "A Deputy Registrar was rushed to chairman's office to give his official support to the newly appointed chairman SCHBS, backed by four directors, without two third majority, mandatory required under the Act to remove the chairman and hence the move failed but the new unlawfully installed chairman, has taken the post", source said. They further said that the legally elected chairman had contacted the Registrar and apprised him of the facts but, the Registrar for obvious reasons just marked time. "After lapse of some weeks the Registrar issued a show-cause notice, which stated as to why he shouldn't make alternative arrangements as the management is apparently unable to function followed by visit to colony office where he was told by both groups that they couldn't work together", the director said. He further said that, inexplicably thereafter, rather than dissolving the management, appointing an administrator and arranging for fresh elections, the Registrar issued an order without specifying any authority under the Co-Op Act to appoint a committee himself without removing the incumbent chairman. When contacted, Registrar Cooperative Society, Peerzada Mushtaq Ahmad said that he did not violate any rule. "The decision was taken in favour of majority votes of directors of SCHBS. The new chairman was appointed under setion 70 of Cooperative Act 89", he added. |
