BJP unlikely to get support of 19 MLAs | | | ET Report JAMMU, Feb 6: The BJP is believed toying with the idea of forming the Government on its own after its partner, the PDP, laid a number of preconditions for forging again an alliance for forming the Government. Will it be easy for the BJP, which has 25 members in the Assembly to form the Government? Possibilities seem to be bleak because the BJP needs the support of 19 MLAs to achieve the magic figure of 44 required for forming the Government. BJP sources claim that it has assured support of between three and seven MLAs but that will not help it to get the required number of 44 seats. Yes, it could slightly improve its chances if it gets support from the National Conference which has 15 members in the Assembly. In that case the BJP has to get support of four MLAs only for being able to form the Government. In such a situation Dr Farooq would grab the opportunity for keeping the PDP out of power. But majority in the National Conference including Omar Abdullah, who is working President of the National Conference, are totally opposed to forging an alliance with the BJP. Omar and his supporters know it well that joining hands with BJP, that too at this juncture, could lead to bigger erosion in its vote bank. Support from the Congress, which has 12 MLAs may not help the BJP to get simple majority in the House. But will the Congress agree to support the BJP? Certainly not. The alliance between the Congress and the BJP would be a meeting between the West and the East. And if the BJP plans to form the Government and seek a month or two from the Governor to prove its majority on the floor of the House it is a case of wishful thinking. And the only party that can help the BJP to avoid surrendering before the PDP is the National Conference. Yes, Dr Farooq Abdullah has been, right from the beginning, keen to support the BJP for forming the Government simply to keep the PDP out of power. If there was and could be a possibility for an alliance between the two ideologically opposite BJP and the PDP here cannot be any alliance or agreement between the National Conference and the PDP. Well PDP circles treat the BJP plan simply part of the pressure tactics so that the PDP renewed its offer to the BJP for sharing power in the State. Even if the BJP-PDP coalition failed to provide a good governance during 10 months it was in office it could make up for the lapses because it has five years to go. Hence time is short for the two to join hands and form the Government. It is an opportune time for the two to resolve their differences and share power if they want to avoid facing the electorate. It is not easy for the PDP to face the electorate. It is going to be a tough task for the BJP to repeat the 2014 poll performance because voters in its stronghold, Jammu region, are unhappy with the performance of all those elected to the Assembly. There are indications that the two may not be able to form the Government within days. And the first indication is the way Governor, N.N. Vohra appointed two advisers to him who would assist him in running the Government. Vohra has appointed Parvez Dewan, a top retired bureaucrat and Khurshid Ahmad Ganai, who had retired in the rank of the Chief Secretary but had been re-employed as Chairman, Bureau of Public Enterprises (BPE), as his Advisers. Vohra also allocated charge of the departments to his two newly appointed Advisers apart from Chief Secretary BR Sharma and Financial Commissioner BB Vyas, who was virtually without any work after the death of former Chief Minister Mufti Mohammad Sayeed. Vyas was Principal Secretary to Sayeed. Official sources said Parvez Dewan, who had taken voluntary retirement last year, barely a month ahead of his retirement after holding several prestigious postings at the Centre as well as in State, took charge of the Advisor yesterday while Khurshid Ganai, who was in Hyderabad, was likely to return here tomorrow to take the charge. In another decision, Vohra has constituted the State Administrative Council (SAC). The Governor will be Chairman of the SAC while the two Advisers will serve as its members. This way there are fears that the PDP and the BJP may miss the bus and allow a situation to develop which would keep the State under the Governor's rule for a longer time. Vohra is a shrewd bureaucrat and has been able to weigh the pros and cons of a delay Government formation and hence he has made elaborate arrangements for providing good governance to people. |
