'District administration unsupportive in anti encroachment drive' | Land grabber reconstructs house within week of its demolition | | Akshay Azad Early Times Report JAMMU, Feb 7: The clout of land grabbers could be well gauged from the fact that only a week after the demolition of an illegal house raised in the forest land, the grabbers have reconstructed it, exposing a hidden nexus of land grabber with power corridors. An official of Forest department has claimed that district administration is not supporting Forest department to retrieve the land and land grabbers have strong support from power corridors. Sources informed Early Times that two houses were constructed in the Bahu Game reserve area on Khasra number 371 by two persons and on a specific complaint, the Forest department on February 1, along with contingent of police and district administration officials rushed to spot and had demolished the houses. An FIR number 25 was also lodged against Ishtiaq Ahmed Shafu son of Manzor Ahmed Shafu resident of Bhaderwah at present Gujjar Nagar and Showket Ali and Haider Ali both sons of Allah Rakha in the Bahu police area. Sources further said that the land grabbers were so powerful that after only a week, one of the houses was reconstructed and even pacca roof (lenter) was also laid by the land grabber. "It can only be possible with the active connivance of Government officials including revenue officials, forest officials and police personnel that a pacca house on the forest land can be reconstructed by the land grabber", an official said. He further said that though Forest department has a large work force and Forest Protection Force (FPF) was also there to save forest land but all the men and machinery of Forest department has failed in curbing the attempts of land grabbers to encroach upon forest land. "This is a widely used modus operandi by land grabbers to encroach upon forest or Government land; Raise the walls and on Saturday night, make the roof and on Sunday there will be no action by the departments as Sunday is holiday. On the morning of Monday, when the departments would be busy in deliberations to initiate action against the land grabber, the land grabber will knock the door of court and secure a stay", an official said, adding that it could only be possible with the active involvement of enforcement agencies, which ensure no action on holiday. Sources said that in the present case, on the intervening night of Saturday and Sunday, the land grabber constructed the roof and on Monday morning and further he would obviously knock the door of court and secure stay order. Conservator of Forest BM Sharma didn't pick up his phone despite repeated attempts. An official of Forest Department, who was not authorized to speak to media said that law and order was the responsibility of the district administration, which has so far failed to ensure, making it impossible for Forest department to initiate action. "Last time when the Forest team demolished the illegal encroachment, large number of people attacked the forest team. Despite strong opposition, Forest Department demolished the structures but on Saturday evening the land grabbers forcibly constructed the house. Though an FIR was lodged against the land grabbers, who must be arrested but they were left free by police, who in turn succeed to reconstruct the house", he said. He further said that a number of communications were sent to District administration for providing full support to retrieve Forest land it was seldom extended. "The locals of area have strong support for the land grabbers, who in turn give religious colour to the issue. Even threats of life are also given by the land grabbers to the forest officials, who are taking strong action and without administration support, which is responsible for law and order situation, it is very difficult to retrieve the forest land", he said. Deputy Commissioner Jammu, Simrandeep Singh didn't respond despite repeated calls. |
