Situation in Kashmir not conductive for AFSPA revocation

While on one hand senior functionaries of the police in Kashmir vote for enforcement of Public Safety Act (PSA) which provides for detention without trial,for those involved in stone pelting on the other hand Mehbooba Mufti,who is tipped to be the first woman Chief Minister,wants the AFSPA to be revoked atleast from two districts before she could take oath as Chief Minister.The intermittent incidents of stone pelting during clashes with the police and the paramilitary forces coupled with waving of Pakistani,LeT and ISIS flags have become fashion of the day in some parts of the Kashmir valley,especially in the downtown areas of Srinagar.Invariably during these clashes number of security personnel get injured and when these security forces retaliate civilians too get injured and at time invite death.In summber of 2010 about 120 people were killed in clashes with the security forces forcing the police to make use of tear gas shells and open fire..Inspector General of Police (IGP) Kashmir SJM Gilani has claimed that invoking Public Safety Act (PSA) against stone pelters is the only alternative left with the police to control the stone pelting incidents in the Valley."If legal action against the stone pelters does not stop stone pelting incidents in the Valley, then we will have to take extreme steps to control it,"He said they usually take legal action against youth indulging in stone pelting and clashes with police.
However, if the police find legal actions are not working, then probably the Government has to think of PSA,feels GilaniThere is no other alternative but to invoke PSA against boys if they do not refrain from hoisting flags and pelting stonesHe said police does not want to take the extreme steps but if "we are provoked and compelled, then we are left with no option but to invoke PSAThe Nowhatta and its adjoining areas in downtown Srinagar witness stone pelting and clashes on every Friday. The youth also wave flags of Pakistan, ISIS and Lashkar-e-Toiba after the Friday The situation on the LOC and the IB is not quite comfortable because of state and non-state actors trying to help terrorists in sneaking into Jammu and Kashmir.Though the number of ingress of militants has declined because of tough measures initiated by the Indian border guards still militants manage to cross into the Indian state in twos and three's.This requires free hand for the Army,deployed on the LOC,and the BSF,guarding the IB.This free hand is possible if the AFSPA is not revoked.
The overall situation in Jammu and Kashmir has improved as the number of incidents of violence have declined.But neither the state Government nor the centre can take things for granted.One does not expect which turn the situation takes because between 300 and 400 militants keep on staying on the launch pads across the border waiting for some opportunity to cross into Jammu and Kashmir. It is not only the case of infiltration bids as attempt are made at smuggling arms and ammunition which is supplied to terrorists whether in Punjab or in Jammu and Kashmir. Though it does not require any proof.If proof is required one should witness the exchange of fire between the smugglers and the BSF in Ferozepur sector of Punjab on Sunday in which four smugglers were killed,two Pakistani and two Indians.This reveals that there is a nexus between the Indian and the Pakistani border and arms smugglers for minting money and in the light of this development the BSF and the Army need a free hand to eliminate militants and infiltrators.Once AFSPA,according to experts,is revoked from t wo districts, Mehbooba wants that unlike Omar Abdullah, who wanted AFSPA to go from five districts, militants operating in other areas may carve out their hideouts in the districts where there is no AFSPA.And there will be no other alternative for the Government to enforce AFSPA in those two districts but by the time the AFSPA is enforced mujch damage could have taken place.As such the opinion of senior functionaries of the Army and the paramilitary forces is to be sought before any decision is taken on the revocation of the AFSPA.
