BDO denies info about `backdoor' appointment of VLW
PIOs strangulating RTI Act with impunity

Jammu, July 10: The Block Development Office (BDO) Budhal, Rajouri has reportedly denied information about alleged backdoor appointment of a Village Level Worker (VLW) in the stipulated time, which is seen as a trend in far flung blocks by the applicants.
The applicant Syed Ajaz Ahmed of Tragain of Budhal informed that he had filed an application to the office of Assistant Commissioner Development Rajouri office, nearly fifteen days back.
"I had sought information regarding the backdoor appointment of a VLW worker by Rural Development Department (RDD) directly without advertisement of post and recruitment by Service Selection Board", he alleged, adding that nearly four more persons were also engaged as permanent VLWs in Rajouri by some former bureaucrats and everyone was silent on the scandal.
He further alleged that the information was deliberately delayed by the officers as they were in collusion with those engaged through backdoor channels and on their behalf information was being denied, after expiry of time.
"It has become a general trend among the Public Information Officers (PIOs) of various departments as they are aware that the appeals could be done in Director's office Jammu, which is nearly 250 kilometers from Budhal, which ultimately dissuade the applicant to seek information", he alleged, adding with such tactics, RTI act was strangulated in the far flung areas of state.
ACD Rajouri, Noor Alam said that after receiving the RTI application, he had forwarded the same to Public Information Officer (PIO), who was Block Developmental Officer (BDO) Budhal but so far information has not been furnished to RTI activist by the BDO office.
He further said that ACD is 2nd Appellate Authority and the RTI activist has been asked to file an appeal, following which BDO and applicant would be invited and the information would be furnished.
Block Development Officer (BDO) Budhal Shafiq Ahmed Mir said that he had received the RTI application and due to some holidays, the information was not furnished so far but it has been compiled and on Monday, same would be forwarded to the applicant.
