Misappropriation of food grains: HC directs to pursue recovery proceedings

Jammu, July 22 : In a PIL alleging misappropriation of food grains meant for public distribution in Dachhan area of Kishtwar, a high court division bench of first puisine judge Ramalingam Sudhakar and Justice B S Walia today issued a directive to pursue the recovery proceedings. The bench also directed to take all necessary steps for the proper implementation of public distribution system (PDS) and submit a final report in this regard preferably within one month to the registry. The petitioner alleged that from April 2012 to March 2013, a shortfall of food grains worth more than Rs 48 lakh was reported. The matter came to the court notice after the officers sought to be transferred on the allegation of shortfall of food grains approached it against their transfers and postings. In the order, it has been made clear that the shortage was only a tip of the iceberg. CAPD director G S Chib, who was present in the court, submitted that various remedial measures had been taken by the department to ensure that PDS was tuned and all efforts were being taken to make the recovery of amount which had been swindled by some of the CAPD employees. The bench, after considering his oral submission, exempted him from further appearance. The bench observed that in view of the director's submission, the PIL was closed along with the connected MPs and directed the him to pursue the recovery proceedings and take all necessary steps for the proper implementation of PDS and submit a final report in this regard preferably within one month to the registry.(JNF)
