Govt asks FCI to send rice directly to ration depots | To prevente pilferage of ration | | Saqib Junaid Early Times Report
Srinagar, July 29: As there seems no end of rice scams in Jammu and Kashmir, government has taken the decision of sending ration directly to ration depots from the Food Corporation of India to stop its pilferage at CAPD godowns. The FCI used to send the ration to CAPD godowns of Srinagar, Budgam, Baramulla and Letpora. However, it has been seen there had been massive pilferage of ration in godowns and huge shortage of ration was found whenever any investigating agency had raided godowns. Now in an effort to stop the pilferage of ration, the CAPD department on the directors of its minister Chowdhary Zulfikar Ali has decided to directly send the ration to depots from the FCI instead from godowns. "The officials used to pay bribe a hefty sum for their posting at CAPD godowns and resort to pilferage of ration that will now be stopped. The sending of ration directly to ration depots will bring transparency in the department," a senior official said. He said some department's employees 'Hafta' will be also stopped now but are against these directions. Thousands of quintals of rice had gone missing in godowns of the CAPD department over the years and government has failed to trace the missing ration nor any action was taken despite ordering of probes. Earlier in 2014, around 3000 quintals of rice went missing from a granary in one of the district Kashmir. During the September 2014 floods, over 10,000 quintals of rice meant for flood relief were missing. Back in 2010, an investigation done by J&K Crime Branch had clearly pointed out the scandalous exercise. It had then received a report that FCI in the state had allegedly misappropriated huge quantity of rice shown to have been dispatched from their Jammu godowns to Kashmir during 2008. On the basis of the report, an FIR under section 409, 402, 468, 120B RPC was registered at the police station Crime Branch Kashmir. An official Consumer Affairs and Public Distribution (CAPD) department admitted that government was not able to monitor the quality of the rice due to lack of laboratories in the state. The CAG report has also pointed out of massive misappropriation in godowns of the CAPD department. |
