Export of terror from Pak has made Kashmir a law and order problem | | | Whenever Kashmir witnesses turmoil, violence and killings political parties start outwitting one another in describing the Kashmir issue as not a law and order problem but a political one.And the latest lo join the chorus is the Kashmir University Teachers Association(KUTA).The KUTA has made it clear that Kashmir is not a law and order but a political problem and wants both India and Pakistan to bank on political solution for resolving the Kashmir issue.Apart from the separatists including the Dukhtaran-e-Milat,Hurriyat Conference leaders belonging to the both the factions, the JKLF and Shabir Shah the mainstream political parties including the National Conference and the PDP too treat the ongoing turmoil not a law and order but a political problem. And when peace returns to Kashmir these very parties and associations forget about the ;political issue of the internal and external dimensions of the Kashmir issue. Kashmir Valley is on the boil again. If home minister Rajnath Singh's recent statement in Parliament on is to be believed, along with the 50 deaths and 2,180 civilian injuries in firing, one police officer died and 1,392 security men were injured in the attack by agitating crow.It has been like this in J&K, off and on, for nearly 30 years. A child who was born in 1989 is now a 26-year-old young man. What has he seen in the last three decades? Curfew, clampdown, terrorist attacks, dead bodies, deserted streets...Yes, it was a grave mistake on Jawaharlal Nehru's part to take the Kashmir issue to the United Nations and promise a plebiscite. But Nehru can't be blamed for all what is going on there? Successive governments of different political affiliations, both in New Delhi and Srinagar, have contributed to the mess Kashmir is in..While bringing back normalcy has to be the immediate goal, winning the hearts and minds of Kashmiri youth must be the next priority. In this regard, Rajnath Singh's statement is a welcome move. The home minister, under severe criticism over a large number of Kashmiri youth being hit in the eye with pellet shots by security forces, announced the setting up of an expert committee to suggest alternative to this non-lethal weapon to control crowds.Long-term political solution, however, will require concerted efforts to evolve a consensus among the elected Kashmiri leaders, the Union government and prominent opposition parties.What creates hurdles in the way for settling the Kashmir issue through the process of dialogue is the unhelpful attitude adopted by the successive Governments in Islamabad.And apart from being a political issue if one examines the nature of the intermittent turmoil,clashes and killings one is convinced that the situation has assumed the a law and order dimensions which has to be tackled by the security forces.Lending support to militants in crossing into Jammu and Kashmir by Pakistani agencies, including the Army and the ISI is a pure law and order problem and not a political issue.This boils down to one thing.If the Kashmir issue is a political issue agencies across the LOC and the handlers of militants have converted it into a law and order problem which needs effective curbing by the security forces. The KUTA talks about human rights violations. These violations were completely missing in Kashmir till 1989 and after Pakistan exported terror to Jammu and Kashmir these human rights violations have become common. Who then is responsible for it ? It is Pakistan and Pakistan alone. |
