HC directs finance secy to file status report or appear in person | Pay disparity of clerical staff | | Early Times Report Jammu, Aug 11: In a case of alleged pay disparity of clerical staff, high court judge Janak Raj Kotwal today directed the finance secretary to file the fresh report by or before the next date of case hearing in the court or appear in person. The court directive came in a petition filed by Jammu Kashmir Ladakh All Departments Clerical Staff Association, seeking a direction to the respondents redress their by removing the pay disparity of clerical staff working in various government departments in due deference to the decisions arrived at and reduced into writing in the minutes of a meeting held on September 15, 2011 between a high powered government group and leaders of the employees' unions. Justice Kotwal, after hearing the petitioner's counsel, directed the finance secreatary to file a fresh status report by or before the next date, indicating the decision taken by the high level committee. In case, status report was not furnished, the secretary would remain present in the court, he directed. He observed that a settlement had arrived at between the high powered group and union leaders in the meeting September 15, 2011 meeting. As this settlement did not bear any fruit, the employees' unions approached this court which was disposed of at its threshold on November 21, 2015 with the direction that "respondents shall implement the settlement arrived at inter se the parties on September 15, 2011 within a period of two months". The employees' associations again approached the court by the medium of a contempt application, alleging therein that even the court direction had not been complied with. It was observed that no substantial breakthrough had taken place after the meeting, not even after the November 21, 2015 court direction. |
