Six off-site campuses of JU on mercy of contractual staff, reveals RTI reply | | | Early Times Report Jammu, Sept 14: The National Secular Forum (NSF) has flayed the Jammu University (JU) authorities for making mockery of its off-site campuses, six of which are being run on adhoc arrangements despite seven years of existence, as revealed in a RTI reply. Academic session in offsite campuses of the varsity begun in July, but after lapse of two months, lecturers in the campuses are yet to be engaged by the administration. Addressing a Press conference here today, NSF Vice President Papinder Singh said that a RTI reply which was in their possession gives a clear account of the progress being made by off-site campuses of Jammu University. Singh also revealed that this year academic session commenced in the month of July but the University not conduct the interview of Contractual teachers in the month of this which shows that academics remain suffer for two months as none of the six campuses had permanent teachers. "Session has begun in offsite campuses of Bhaderwah, Udhampur, Kishtwar, Reasi, Ramnagar, Kathua and Poonch but faculty has not been engaged", he said, adding that for the purposes, in campuses there are lecture bases engagement. "According to rules, lecturers are being paid Rs 500 for each lecture and they can't deliver more than two lecture in a day", he said, adding that due to careless approach of the JU administration, most of contractual lecturers have switched to private/Govt. Colleges. Citing RTI reply, he revealed that six out of seven off-site campuses were being run on pure contractual arrangements. All the teaching and non-teaching staff members in these campuses are hired on contractual arrangements which show seriousness of JU authorities on the functioning of off-site campuses, he said. RTI revealed that Kishtwar Campus running three courses MA Kashmiri, MSc (IT) and MSc Geology and have 13 contractual teachers and two 2 non-teaching staff members on contractual arrangement; Kathua Campus was running just two courses i.e. MBA and MCA and had teaching staff strength of 13 including 12 contractual and 4 non-teaching staff members. Udhampur Campus is running two courses (MA Economics & M.Com) and has 9 contractual teachers and 4 non-teaching staff members on contractual arrangement. Ramnagar Campus is also running two courses (MA Sociology and MCA) and has 11 contractual teachers and 2 non-teaching staff members on contract basis. Reasi and Poonch campuses have one course each with strength of 4 and 2 contractual teachers respectively. Both the campuses have one each non-teaching staff members. The RTI also revealed that all the six campuses were being run from hired buildings despite the fact that State Government had transferred land for establishment of all the campuses besides UGC had released over Rs 117 crore for their development but the JU administration completely failed to en-cash the opportunity. Singh further claimed that it has become a regular feature of the University for last two years that engagements are being made months after the beginning of the session. "What will be quality, if students are taught in hit and run method to complete syllabus", he question adding that recently two notifications for the appointment of contractual lecturers at main campus were issued by the administration. He further alleged that step motherly treatment is being given to youth of far-flung areas of Jammu division by the University administration. The NSF urged the Chancellor of the University to take cognizance of this matter and ask the Vice Chancellor that why it so happened with the off-site campuses. NSF demanded fixing of responsibility on the incumbent Vice Chancellor who was on the chair for the last one and half year.
