Jammu, Sept 14: Civil Defence and Home Guards wing of the Jammu and Kashmir police has been relegated and marginalized within the department eventhough it has an important role to play in disaster management and in the safety and security of the citizens. Their role has become particularly important in the wake of the threat perception confronting the state from various quarters; however, official apathy and lack of initiative of the officers posted in these wings has been the main reason behind its insignificance within the department. In the light of the fact that the state has been fighting a proxy war for almost two decades now which are by no means less than full intensity wars that the country has fought, and the fact that the entire region of Jammu and Kashmir falls in high probability seismic zone, Civil defence has been entrusted with the crucial responsibility of training the citizens and public representatives, to effectively meet any eventuality, but rarely such programmes of public awareness and training are conducted by the department, raising a serious question on their very being. It is pity that the Home Guard, Civil Defence wing holds customary mock drills only on its raising day, which is nothing more than a mere formality and the object and the seriousness of the purpose is pathetically missing. The gravity of the lackadaisical attitude of the officers can be gauged from the fact that when asked about the steps taken to prepare the residents and business owners in areas of high threat perception in the city against a possible terror attack, a senior officer of the wing said, "this is the job of the police and we do not interfere in it". He however disclosed that two Companies of Auxiliary Police one each at Jammu and Srinagar are being trained on modern lines to deal with disaster management. Civil Defence and Homeguards wing of the state police was created in order to rescue the civilians during hostile attacks. The Civil Defence was created in the year 1965 and Homeguard in 1962. In J&K Homeguards is outcome of Chinese Aggression in 1962 whereas Civil Defence is outcome of Indo-Pak conflict in 1965.During the time of war and natural calamity its duty is to rescue the injured civilian population, disposal of dead bodies, saving of property, save life, minimize damage to property, maintain continuity of production and keep up high morale of public. |
