PDP Minister's men rule the roost at R&B Khanabal | | | Saahil Suhail Early Times Report ANANTNAG, Sept 30: A group of contractors backed by ruling PDP Minister has so much monopolized the business of bidding at R&B Khanabal Division Anantnag that without their consent no contractor is allowed to participate in the process. Official sources told Early Times that the contractors group, which is dictating terms to even higher officials of the department at the behest of the Minister, has named this monopoly 'Baradri' - a process were contractors are brought on a table to negotiate. They said that the moment department advertises works; this influential contractor group also named as contractors association chooses three to four contractors for each work and allows them to procure tender documents when they grease their palms. "We know under E-tendering under any contractor can participate in the bid but here at R&B Khanabal Division things work differently. You can only participate when the association allows," a Contractor pleading anonymity said. He admitted this kind of monopoly is hitting the basic essence of E-tendering. "The basic aim of E-tendering was to stop monopoly and ensure a good number of contractors participate in the bidding process competing each other transparently but unfortunately these so called associations have ruined this viable concept," he added. Sources also disclosed to Early Times that many works during the ongoing unrest were advertised through newspapers and E-tendering was stopped without any administrative approval. Mohd Ayoub Wani, Executive Engineer R&B Khanabal Division denied to have stopped E-tendering process. "Works above 1 Lakh are being put on E-tendering," he said. He said that those who face problems at filling tenders at office can also file the same at DC Office or at my residence and assured that he will look into the matter.
