Agriculture officer accused of sexual assault, accused alleges conspiracy | | | Early Times Report
Kishtwar, Oct 14: On the basis of the complaint filed by the employee of Agriculture department, Kishtwar police today booked Chief Agriculture Officer Kishtwar for sexually assaulting a female employee during office hours when the complainant approached him in his office chamber. The allegations were denied by the accused officer. As per the details available with "Early Times" the complainant (name withheld) approached the Munsif Court Kishtwar and sought directions from the court under section 356 (3) Cr.PC alleging that Chief Agriculture Officer Kishtwar Sunil Kaphai assaulted her and tried to outrage her modesty. After going through the contents of the application, Munsif judge Kishtwar Khemraj Sharma directed Station House Officer Kishtwar to investigate the matter. In accordance with court directions, Kishtwar police registered an FIR No. 184 U/S 354 RPC and started its investigation. While talking to Early Times, Sunil Kaphai termed the move as politically motivated and added that the allegations leveled against him were baseless. He said that he was earlier transferred by the government at behest of some political leaders but competent court granted stay in his favor. He said that he was apprehending such politically motivated move after they failed to damage him officially. He said that he had lodged several complaints against some political activist of ruling party and said that nothing was done by the Police. While elaborating on today's incident, Sunil Kaphai said that the complainant without any reason arrived in his office chamber and attacked him by throwing a chair at him. "She also threw files and office papers at him and alleged that she was instigated by some officials of the department who were eyeing to get him replaced and usurp the post of Chief Agriculture Officer Kishtwar. He said that as soon as the incident took place, he brought the matter into the notice of Deputy Commissioner Kishtwar and police and added that some police officials visited the spot and carried out the inquiry. He said that he is innocent as similar allegations were leveled against him in past added that same was proved wrong after proper inquiry carried by the department. |
