KU, a money-minting varsity? | | | Saqib Ahmad ET Report srinagar, Oct 25: Even as there has been a steep hike in examination fee for the postgraduate and undergraduate courses by the Kashmir University, a very small amount is actually spend in conducting the examinations. The Kashmir University, which has been conducting the undergraduate and postgraduate examinations exams in the Valley used to charge around Rs 500 for each student to appear in the examination. But now the students are being charged Rs 1250 to 1500 while the expenditure in conducting these exams is almost the same which used to be 15 years ago. Every year, the examination fee is generating revenue of crores of rupees to the university. Sources in the varsity said there has been no hike in the remuneration of the Superintendent, Deputy Superintendent, Supervisor and Assistant Superintendent, who are being paid Rs 200, Rs 150, 130, 130 respectively for each examination day since 1995. Also, there has been no hike during this period of time for the peons who are paid Rs 100 for each examination duty. Likewise, there has also been no hike in the remuneration of watermen and sweeper, who are also paid Rs 100 for each day. The Kashmir University has already come under sharp criticism for its abrupt increase in fee structure by putting extra burden on the student community. "It is very unfortunate that varsity has been hiking in its examination fee every year, while on the other side there has been little or no increase in its expenditure over holding of exams," a senior official of the Kashmir University said. "If the expenditure is almost the same which was 15 years ago, then what is the need to raise the examination fee?" It has been learnt that there has been increase only in procurement of printing material due to high inflation while rest of the expenditure is almost the same what it was 15 years ago. The students have also been complaining about lack of cooling and heating arrangements during the exams. "The holding of exams seems only a minting machine for the Kashmir University as there has been steep increase in its examination fee structure, but the facilities are the same which were a decade ago," an official said. "Nor the increment in fees has brought any transparency in the examination system." For checking the answer script, there has been no hike where the evaluator is still being paid Rs 20 per answer script. The UPSC pays Rs 1100 to the supervisor for each examination day. While as a senior official of the university who is associated with the examination section said only the higher authorities can take the decision in this regard. The Kashmir University has also "failed" to pay salaries to its contractual employees and daily wagers. Now the Varsity has also started doubled its intake capacity by evening classes of self-financed seats to overcome financial constraints. Earlier, the varsity intake capacity was for 3500 students in regular mood and has accommodated 7000 students from this year of which more than half will be self-financed seats. |
