SC/ST matters lingered for years and then quashed, say JU SC/ST employees | | | Early Times Report
Jammu, Oct 25: Under the chairmanship of its President R.L.Kaith, the Jammu University SC/ST Employees Association held a meeting in the University New Campus, today wherein Association members said that their matters are first lingered for years and then quashed by their authorities. While addressing the meeting, Association General Secretary S.S. Heer said that the University Grants Commission vide D.O. Letter No. F.2-1/88 (SCT) dated 26.03.1988 suggested for the appointment of a Standing Committee by the Vice Chancellors of the respective Universities under their chairmanship for ensuring effective implementation of the policies and programmes of the Government of India, the UGC and the State Government in respect of SCs and STs and to suggest measurers to achieve the objectives and targets laid down by the Government of India, the University Grants Commission and the State Government. Accordingly, the then Vice Chancellor, University of Jammu Professor M.L. Lakhanpal too constituted a Standing Committee under his chairmanship which met on 10.08.1990 only once and the outcome of the meeting was not made known to any SC/ST employee of the University. Again at the request of JU SC/ST Employees Association, the Vice Chancellor on 28.10.1992 constituted a new Standing Committee under his chairmanship along with eleven other members but this Committee held no sitting since its constitution. Heer also revealed that the Joint Secretary, University Grants Commission vide letter no.F.1-4/2007(SCT) dated 18.8.2009 requested the University of Jammu to initiate action, if not taken earlier, for amendments to its Acts/Statutes for the statutory support for representation of SC/ST in its bodies like University Council, Syndicate, Academic Council, Selection Committee etc. and thereafter a compliance report be sent to UGC immediately but even after passage of seven years no action has been taken by the authorities to provide representation to any SC/ST in any of its competent body. Association members said that their Association despite being the only Govt recognised body in the University has not been allotted accommodation despite their several requests, to establish its office on the campus as a result of which they had to sit in the open on the ground for holding their routine meetings. The Association urged the Vice-Chancellor Professor R.D. Sharma to pay attention to the matters. Prominent among others who attended the meeting included Messrs Des Raj Nandan, Milkhi Ram Malhotra, Parddep Kumar Shavotra, B.R.Angral, Kewal Krishan Sagotra, Sukhdev Bhagat, Kunj Lal, Des Raj, Ashok Kumar and Mukesh Kumar. |
