'CS to file status report or appear in person' | PIL seeking computerisation of court records | | Early Times Report
Jammu, Oct 27: In a PIL, seeking computerisation of court records, the senior AAG today submitted before a high court division bench of Justice Alok Aradhe and Justice B S Walia that if the status report in the matter was not filed on or before the next date of hearing, the Chief Secretary would remain present in the court. The PIL has also sought a direction for incorporating a system of e-filing in urgent matters, computerisation of case filing centre, making status of fresh files for defect available online, increasing number of employees at filing counter and at sections for quickly checking defects, making case status orders passed available online and making a comprehensive website for subordinate courts, saving of records in electronic format to prevent its destruction and making use of sign boards for displaying case numbers outside court rooms. The senior AAG submitted that due to the circumsatnces beyond her control, the status report as directed by the court could not be filed, saying that the Chief Secreatry would file it on or before next date of hearing. In case, the status report was not filed on or before next date, the chief secretary would remain present before the court, she added. The bench fixed November 10, 2016, as the next date of hearing. The PIL says there needs to be a system of e-filing, with the lawyers filing urgent petitions such as protection matters and bail matters online. It would enable lawyers as well as parties to print hard copies of all pleadings and documents filed electronically for their use in the court or elsewhere. Likewise the registry can, wherever required, prepare hard copies for use of the courts. The pleadings and documents electronically filed would be stored on an exclusive server maintained under the control and directions of the high court. Each case will be separately labeled and encrypted for this purpose to facilitate easy identification and retrieval, PIL said. Back-up copies of all electronically filed pleadings and documents would be preserved in the manner decided by the court on its administrative side. (JNF) |
